Summary

This position is located in the Department of Defense Office of Inspector General, Mission Support Team (MST), Strategic Planning and Performance Directorate (SPP), Risk Management Division (RMD). The RMD promotes a performance- and risk-conscious environment that is consistent with the OIG's mission and vision; leads the DoD OIG in identifying, assessing, and managing organizational risks; and assesses the effectiveness of internal controls in preventing fraud, waste, and abuse.

Duties

Help
  • Independently performs duties related to the development, execution, and reporting for the DoD OIG?s Risk Management and Internal Control (RMIC), Enterprise Risk Management (ERM), and Performance Management (PM) programs.
  • Collaborates with OIG Component staff to establish organizational risks, develop risk-based internal controls (operational, administrative, system, and financial), and provide expert guidance on risk management and internal control inquiries.
  • Assists in identifying and mitigating organizational risks, establishing and monitoring agency-wide performance measures, and monitoring the effectiveness of established internal controls.
  • Independently analyzes and evaluates organizational risks, considering the causes, sources, likelihood of the risk occurring, and impact if the risk is realized.
  • Assists management in establishing the DoD OIG?s risk register, risk appetite, and risk profile.
  • Assists in developing mitigation plans in conjunction with the risk owners and validates that those risks have been properly mitigated.
  • Identifies and recommends process and system improvements as well as best practices for immediate and long-range mission and program requirements.

  • Must be a U.S. Citizen.
  • Position has been designated as Security designation level such as Noncritical Sensitive. Incumbent is required to obtain and maintain a Secret security clearance.
  • Males born after 12-31-59 must be registered or exempt from Selective Service (see http://www.sss.gov) .
  • Incumbent is required to submit to urinalysis to screen for illegal drug use prior to appointment and is subject to random drug testing for the duration of service with DoD OIG.
  • Current DoD civilian employees are not required to submit to drug testing if moving from one Testing Designated Position (TDP) to another with no break in service, unless deemed appropriate on a case-by-case basis.
  • The incumbent must adhere to the DoD Standards of Conduct.

Qualifications

Time in Grade:

For entry at the GS-13 level, status applicants must have served 52 weeks as a GS-12 or equivalent or higher grade, in the Federal Service.

One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-12) or equivalent within the federal service, which demonstrates the ability to perform the duties of the position, is required. Specialized experience is defined as: Regularly performing duties which include 1) identifying, analyzing, and monitoring risks and risk-based internal controls (operational, administrative, system, and financial) to increase the effectiveness of business operations or project execution; 2) participating in change initiatives related to process improvements; and 3) communicating (written and oral) to multiple audiences, leadership, and/or internal and external stakeholders.

Paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual, community, student, social) is qualifying. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates to paid employment. You will receive credit for all qualifying experience.

Qualification and time-in-grade requirements must be met by the closing date of this announcement. Applicants who have held a non-temporary General Schedule (GS) position within the last 52 weeks must meet the time-in-grade restriction.

Education

There is no substitution of education for the qualifying experienceat the GS-13 grade level.
