Summary

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for STRL Mission Support Positions to recruit and appoint qualified candidates to positions in the competitive service.

About the Position: You will serve as a Lead Logistics Management Specialist for the DEVCOM Analysis Center (DAC) G4 managing logistics for the organization.

The pay band DJ-03 is equal to the former GS-11 step 1 through the GS-13 Step 10.

Duties

Help
  • Perform logistics management operations that involve planning, coordinating, or evaluating the logistics actions required to support an organization.
  • Serve as the organization's Equipment Table of Distribution and Allowances (TDA) Command Reviewer/Initiator.
  • Serve as the organization?s White Sands Missile Range (WSMR) Mission Stock Record Control Officer.
  • Identify the specific requirements for money, manpower, material, facilities, and services needed to support the program.
  • Coordinate and evaluate the efforts of functional specialists to identify specific requirements and to develop and adjust plans and schedules
  • Serve as the organization?s electronic Financial Liability Investigation of Property Loss (eFLIPL) Administrator
  • Communicate verbally and in writing with various levels and other internal and external stakeholders.
  • Serve as a team leader responsible for assigning work to employees assigned to the team based on priorities jointly established by the incumbent and the supervisor

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
  • Financial Disclosure Statement OGE Form 450 is used to assist agencies and employees to avoid conflicts between duties and financial interest. Incumbent is required to submit an OGE 450 upon entering the position and annually, thereafter.
  • A two year probationary period may be required in accordance with agency policy.
  • This Position has a Temporary Duty (TDY) or business travel requirement of 15% of the time.
  • This position has been designated "Mission Essential". In the event of severe weather conditions or other such emergency type situations the incumbent is required to report to work or remain at work as scheduled to support mission operations.

Qualifications

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience DJ-0346-0: One year of specialized experience which includes: 1) managing logistics operations, including warehousing, property management, equipment maintenance, transportation, administrative support functions, and procurement; 2) monitoring contracting, procedures, and program management and 3) effectively lead a team utilizing clear and concise oral and written communication. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (DJ-02 or GS-09 or above).

Education: a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or completion of all requirements for an LL.B or J.D. related degree from an accredited college or university.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
