JOB SUMMARY: The purpose of this position is to provide oversight, planning, interpretation, and application of policy. Provide final review and validation of subordinate products for presentation to senior leadership, and produce and issue guidance to lower echelon units and commands. Work is to be performed in one or more of the following Health Systems work areas: Tricare, Military Medical Support Office (MMSO), Line of Duty/Incapacitation (LOD/INCAP), Medical Operational Data System (MODS), Health Insurance Portability and Accountability Act (HIPAA) Certification, Warrior Transition Unit/Active Duty Medical Extension/Medical Retention Processing (WTU/ADME/MRP2), and Medical boards.

NATIONAL GUARD MEMBERSHIP IS REQUIRED. This is an excepted position that requires membership in a compatible military assignment in the Connecticut Army National Guard.

The major duties include, but are not limited to:

  • Responsible for oversight administration and implementation of policies pertaining to state medical affairs, and exercise of programs in one or more of the following areas: Line of Duty (LOD) Investigation Program, Incapacitation Pay Program, Active Duty Medical Extension (ADME) Program, MOS Medical Review Board (MMRB) Program, Medical Disqualification Program, Follow up Health Care Program, Medical Claims Processing Program, Medical Travel and Orders Program, Medical Evaluation Board (MEB), Physical Evaluation Board (PEB), Soldier Readiness Processing (SRP), demobilization coordination with Post Deployment Health Re-Assessment (PDHRA).
  • Coordinates with the Human Resources Command (HRC), National Guard Bureau (NGB), the Military Medical Support Office (MMSO), Tri-Care, Regional Medical Command, the Military Treatment Facilities (MTF), the Medical Evaluation Board (MEB), Physical Evaluation Board Liaison Offices (PEBLO), Regional Army Commands, State and regional counterparts, and members at all unit levels.
  • Serves as the advisor to the Supervisory Human Resources Specialist on issues of health care, sources of healthcare, and medical aspects of Soldier readiness.
  • Manages the funds associated with the appropriate programs and provides accounting for expenditures as required.
  • Responds to inquires and various correspondence within respective areas and ensure maintenance of an action file for all responses.

Qualifications

GENERAL EXPERIENCE: Experience gained through military or civilian technical training schools, within the human resources business programs. An applicant must have a validated understanding of the basic principles and concepts of the occupational series and grade.

SPECIALIZED EXPERIENCE: Your resume and any other supporting documentation you wish to provide must clearly substantiate you currently possess 12 months of specialized experience in the following:

  • Experience at the GS-07 level or the equivalent which provided a basic working knowledge of National Guard missions, organizations, and personnel programs.
  • Experience demonstrating knowledge of personnel programs gained in a classroom or as an on-the-job trainee.
  • Experience demonstrating knowledge of human resources business elements and can discuss terminology, concepts, principles, and issues related to this competency.
  • Experience in using references and resource materials and experienced in program functions such as, maintaining personnel records, counseling, or classification and assignments.
  • Experience performing personnel functions associated with preparing and maintaining position descriptions and manual records, personnel classification or usage, quality force management, managing personnel records and researching record data.
  • Experience in operating a computer and using varied computer programs.

KNOWLEDGE, SKILLS AND ABILITIES:
  • Skill in collecting and analyzing data effectively, efficiently, and accurately.
  • Ability to clearly enunciate English without impediment of speech that would interfere or prohibit efficient communication.
  • Ability to write English in reports and presentation formats.
  • Ability to communicate clearly and effectively.
  • Skill in presenting formal training presentations and briefings.
  • Ability to assess body language and perceive emotional and/or distress levels.
  • Skill in applying procedures and directives by reading and interpreting program material.
  • Knowledge of the overall requirements, objectives, practices, and peculiarities of the assigned program area, sufficient to advise subordinate personnel or lower echelon entities on assigned actions or cases.
  • Knowledge of respective automation systems and their interrelationship with other personnel and medical systems.
  • Knowledge of military personnel administration and related policies, regulations, and procedures; ability to interpret and apply regulations and precedents to perform a complete analytical review of records and case documentation; and ability to identify discrepancies and validate recommendations or alternatives to situations encountered.
  • Knowledge of requirements for proposed action to ensure by evaluative methods that documentation is correct and sufficient and that all levels of legal, medical, pay, and administrative review are complete.
  • Ability to deal cooperatively with others to obtain needed information, to complete required case processing, and to explain decisions or recommendations to interested parties.
  • Skill in compiling information, preparing reports, and analyzing data/products.
  • Ability to coordinate, plan, organize, and direct work.
  • Knowledge of military organizational structure/hierarchy and their respective duties and responsibilities, protocol, and similar matters.

COMPATIBLE MILITARY ASSIGNMENT: All applications will be considered regardless of Branch/AOC/FA/MOS. Incumbent will be required to be assigned to compatible military position within 1 year of selection. The selected individual may be required to attend formal technician school training.

SPECIAL REQUIREMENTS: This position requires a security clearance (secret) which the applicant must possess or be able to obtain a clearance within one year of appointment.

Education

No substitution of education for specialized experience.

Additional information

Primary Change of Station (PCS) relocation expenses will NOT be paid.

MILITARY INCENTIVES - BONUSES AND STUDENT LOAN REPAYMENT PROGRAM: If you are selected for this position, you may lose your eligibility for your National Guard Enlistment/Reenlistment Bonus and Student Loan Repayment Program (incentives). For M-Day/Traditional personnel who are currently receiving incentives to include Bonuses and the Student Loan Repayment Program, the following termination rule applies:

Incentive Termination without Recoupment: If you accept a Military Technician (Mil Tech) Permanent position where membership in the National Guard is a condition of employment, your bonus will be terminated with no recoupment as long as you have served at least 6 months of the bonus contract following receipt of the initial bonus payment.
