Summary

The selectee serves as Laboratory Director for the Plant Protection and Quarantine (PPQ) Science and Technology (S&T) Pest Identification Technology Laboratory (PITL) in Fort Collins, CO. The selectee directs a small group of scientists and biological science technicians in two work locations. The selectee also collaborates with the S&T Management Team and other program leaders to define long-term goals and priorities for PITL and S&T.

This is an in-office position.

Duties

  • The duties may include, but are not limited to:
  • Formulates the short- and long-term laboratory goals that maximizes quality of products and safeguarding objectives.
  • Represents Plant Protection and Quarantine (PPQ) in contacts with Federal and State agencies, international officials, and other organizations.
  • Assesses organizational and customer needs and works collaboratively to meet needs, while establishing liaison with national and international allied institutions.
  • Evaluates laboratory resource needs, submits formal budget and staffing proposals to the S and T Associate Deputy Administrator.
  • Administers budget allocations and effectively managing all staff resources.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement, including specialized experience and/or education, as defined below.

BASIC REQUIREMENT:

  • Degree: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.
OR
  • Combination of education and experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education.
FOR THE GS-14 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-13 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates:
  • Applying advanced theories, concepts, principles, practices, standards, and methods of science related to plant health or agriculture.
  • Ability to communicate effectively and tactfully, orally and in writing, using a diversity of strategies, tactics and means, to a diverse audience, including senior level managers, policy and operational decision-makers, federal and industry partners, stakeholders, and/or customers regarding scientific issues.
  • Providing leadership, coordination, and direction, including strategic and operational planning, for a scientific or agricultural program.
  • Directing, overseeing and evaluating the day-to-day activities of scientific and technical staff from diverse disciplines.
Note: There is no education substitution for this grade level.

COMBINATION OF EDUCATION & EXPERIENCE AT THE GS-14 GRADE LEVEL: Applicants may have combinations of successfully completed education and specialized experience to meet total qualification requirements. The total percentages must equal at least 100 percent to qualify for that grade level.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
