Who May Apply: Schedule A Hiring Authority
The Federal Government utilizes the Schedule A hiring authority to non-competitively appoint persons with disabilities. To be eligible for this non-competitive appointment, a person must meet the qualification criteria outlined by Schedule A 5 CFR 213.3102 (u). The person must have a severe physical, cognitive, or emotional disability; have a history of having such disability; or be perceived as having such disability. Regulations allow agencies to accept as proof of disability documentation from a licensed medical professional (e.g., a physician or other medical professional duly certified by a State, the District of Columbia, or a U.S. territory, to practice medicine); a licensed vocational rehabilitation specialist (i.e., State or private); or any Federal agency, State agency, or an agency of the District of Columbia or a U.S. territory that issues or provides disability benefits.
Disabled veterans may also be considered under special hiring programs for disabled veterans with disability ratings from the Department of Veterans Affairs of 30% or more. Veterans considering applying under Schedule A, must provide the proper documentation certifying eligibility for this hiring authority.
As hiring officials with FEMA seek to fill positions utilizing non-competitive hiring authorities, they will be provided qualified applicants whose information, resume and required documentation meet the criteria of the particular position(s) being filled. EMERGENCY ASSIGNMENT: Every FEMA employee has regular and recurring emergency management responsibilities, though not every position requires routine deployment to disaster sites. All positions are subject to recall around the clock for emergency management operations, which may require irregular work hours, work at locations other than the official duty station, and may include duties other than those specified in the employee's official position description. Travel requirements in support of emergency operations may be extensive in nature (weeks to months), with little advance notice, and may require employees to relocate to emergency sites with physically austere and operationally challenging conditions.

Qualifications
As positions become available and hiring officials request to consider applicants under non-competitive Schedule A hiring authorities, a review of available resumes and supporting documentation will be made. All applicants in this file are required to meet the criteria for non-competitive appointments under Schedule A hiring authorities in order to be considered.
NOTE: Qualifications are based on breadth/level of experience. In addition to describing duties performed, applicants must provide the exact dates of each period of employment (from MM/YY to MM/YY) and the number of hours worked per week if part time. The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. The salary range above reflects the employee's base salary. A locality pay may be added based on the employee's duty location.
