Duties

Help

  • Provides expert technical and political advice concerning field operations to include operations, maintenance, and security of the wastewater treatment plants, flood control projects, power plants, reservoirs, diversion dams, water accounting stations, boundary monuments, and bridges.
  • Provides expert technical advice on policy-level initiates and recommendations.
  • Develops and executes long and short-term plans to advance the Agency's strategic vision and mission.
  • Exercises authority for the full range of personnel actions and organization design proposals.
  • Performs administrative and managerial coordination duties.

This serves as a Public Notice for the use of the Direct Hire Authority in accordance with 5 U.S.C. 3327 and 3330 and 5 CFR 330. This position may be filled under the OPM Government-Wide Direct Hire Authority for Certain STEM Positions for grades GG 11-15.

  • You must be a U.S. Citizen or Naturalized U.S. Citizen.
  • Male applicants born after December 31, 1959, must complete a Pre-employment Certification Statement for Selective Service Registration.
  • You must maintain direct deposit of your federal pay.
  • You must complete and file the Confidential Financial Disclosure Report (OGE450) upon entry and annually thereafter.
  • You must successfully complete a Secret Clearance background investigation and periodic follow-up reviews.
  • You must pass a pre-employment drug test and pass periodic drug testing thereafter. A positive result will prevent employment or subject the incumbent to disciplinary action, up to removal from the position.
  • You must possess and maintain a valid U.S. Motor Vehicle Driver License, without impeding restrictions, and issued by a U.S. state, the District of Columbia, or a U.S. territory.
  • You may be required to serve a one year probationary period.
  • You may be required to serve a one year supervisory probationary period.
  • You will be in a continual on-call status as a member of the agency Incident Response Team (IRT).
  • You will be in a continual on-call status as a member of the agency Crisis Action Team (CAT).
  • You will be subject to on-call status under the agency Continuity of Operations Plan (COOP). In the event of an emergency, the agency may activate/deploy identified personnel to carry out essential functions and operations.
  • You will be required to enter Mexico to carry out official agency business.
  • Official travel with overnight stay may be required up to 40% of the time.

In addition to meeting the Minimum Qualifications for General Engineer as described below, to qualify for this position you must also meet the Basic Education Requirement for General Engineer (see the Education section).

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the minimum qualification requirement using experience alone--no substitution of education for experience is permitted.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). Your resume must clearly describe your relevant experience.

Minimum Qualifications for General Engineer:

Specialized Experience (GG-15): One year of specialized experience at the GG/GS-14 grade level or equivalent pay band in Federal service or comparable pay systems in the private or public sector, which includes: leading people to meet an organization's vision, mission, and goals through teamwork and coordination; facilitating decision-making that produces high-quality outcomes through strategic planning and program analysis; strategically assessing an organization's availability of human, financial, and physical resources, capitalizing on opportunities and managing risks; building coalitions to achieve common goals through partnering, negotiation, and political savvy; recommending or developing novel approaches to issues at policy level related to sanitation, water quality, water supply and flood control; applying knowledge of federal, state, or local government structure, operations, and systems, and federal laws, regulations, and policies for environmental management, budget formulation and execution, contracting, internal controls, financial reporting, ethics, and/or human resources; identifying, addressing, and resolving competing agendas through negotiation and conflict resolution; applying knowledge of diverse budgetary principles, laws, regulations, and policies to ensure budgetary procedures are within compliance; coordinating multiple and diverse water, pollution prevention, sanitation, and flood control related projects; administering enterprise risk management systems and infrastructure asset management and making informed decisions; working with key representatives of public interest groups, other government agencies, and/or elected representatives during informal conversations and formal meetings; building and managing a workforce based on organizational goals, budget considerations, and staffing needs; ensuring employees are appropriately recruited, selected, trained, appraised, and rewarded; actively promoting Equal Employment Opportunity (EEO) objectives; and fostering an inclusive workplace where diversity and individual difference are valued and leveraged to achieve vision and mission of the organization.

Special Factor(s): The following factors are agency unique for the Delegated Examining Office (DEO) to use in its evaluation. A selective placement factor (SPF) is a specific qualification an applicant must possess to successfully perform in a position. Selective Placement Factor: Possess or obtain within one (1) year of appointment, a current and valid Professional Engineer license (PE) issued by an officially recognized professional board of a U.S. state, the District of Columbia, or a U.S. territory.

Selective Placement Factor: Possess knowledge of conversational Spanish sufficient to converse with officials of the Mexican government regarding topics pertaining to the agency mission.

Selective Placement Factor: Project management experience related to Water Infrastructure planning, design, and/or construction.

Education

In addition to meeting the Basic Education Requirement for General Engineer as described below, to qualify for this position you must also meet the Minimum Qualifications for General Engineer (See the Qualifications section).

Basic Education Requirement for General Engineer:

A. Degree: Bachelor's degree (or higher degree) in engineering. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher degree) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); OR (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.
OR
B. Combination of Education and Experience: College-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:
1. Professional registration or licensure- Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions.
2. Written Test- Evidence of having successfully passed the Fundamentals of Engineering (FE) examination, or any other written test required for professional registration, by an engineering licensure board in the various States, the District of Columbia, Guam, or Puerto Rico.
3. Specified academic courses- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in A above. The courses must be fully acceptable toward meeting the requirements of an engineering program.
4. Related curriculum - Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.

Foreign Education: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show that the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
