Summary

The incumbent is a local and regional foods leader in the Transportation and Marketing Program overseeing the Local and Regional Foods Division's team of branch chiefs, economists, architects, and agricultural marketing specialists. The incumbent carries out difficult assignments, including the formulation of policies, outreach, and technical assistance to support both appropriated funding for cooperative research and pandemic response funding for the Regional Food Business Centers.

Duties

  • The duties may include, but are not limited to:
  • Sharing responsibility with the Deputy Administrator for formulation of the policies and programs of the Division.
  • Developing economic impact analysis on agricultural marketing problems and issues. Conducting feasibility studies for development of wholesale, collection, and farmers market facilities.
  • Developing research direction in support of core activities and mission of the TM Program area based on previous experience, staff recommendations, and stakeholder needs.
  • Identifying suitable topics and candidates for cooperative research agreements. Ensuring protocols and operating procedures for cooperative agreements are followed and that outreach impact is maximized by pre-award planning and staff delegation.
  • Representing the Division in establishing and maintaining relationships with producers, trade organizations, the public, governmental agencies, and various public groups.
  • Ensuring adequate managerial and financial controls in accordance with applicable policy and directives concerning procurement, contracts and agreements, personnel, and other administrative matters.
  • Maintaining overall supervisory responsibility for implementing and administering the Local and Regional Foods Division in accordance with law and policy guidelines.
  • Supervising directly the work of staff and clerical support personnel assigned to the Division.
  • Providing guidance on methods and products for projects based on previous research experience.
  • Managing the TM publication process to provide clarity and efficiency in obtaining technical edits, design layout, and web presence consistent with disciplinary standards for publication quality.
  • Preparing performance standards, rating subordinates, and reviewing appraisals and performance plans. Identifying developmental and training needs of employees and providing for necessary training.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.

TIME-IN-GRADE: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.

FOR THE GS-15 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-14 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates all of the following:

  • Experience managing and leading employees and teams to plan, organize, and manage cooperative agreements and their associated funding streams in accordance with Federal regulations, including developing standard operating procedures and/or training programs.
  • Experience developing the scope of research programs to support economic impact analyses of agricultural marketing problems and issues, providing architectural assistance for the development of wholesale and farmers market facilities, and identifying design options for the construction and/or renovation of producer marketing facilities.
  • Experience conducting literature reviews, managing outreach and technical assistance activities, and/or developing and publishing reports on complex local food topics for a diverse range of audiences.
  • Experience creating plain-language briefing materials, written reports, public presentations, and/or outreach materials for senior leaders, members of the public, and/or funding recipients to improve understanding of research findings and to increase accessibility and equity within government programs.
  • Experience working across organizational boundaries and collaborating with a variety of local food systems stakeholders (state agencies, nonprofits, government agencies, universities) to research challenges and opportunities to increase support for, demand for, and supply of local and regional food.
Note: There is no education substitution for this grade level.
