The Transportation Assistant serves as primary contact to Veterans for transportation needs and collaborates with the Veteran Transportation Service (VTS) and beneficiary travel for transportation workload forecasting, scheduling design, procedure development, and quality improvement implementation, modification of processes, evaluation and ongoing operational flow of the VTS program. The major duties and responsibilities include but not limited to:

  • Determining eligibility for and authorizes at government expense, travel benefits and/or their attendants
  • Arranging transportation for or performing other actions in connection with the movement of Veteran beneficiaries by government or commercial means
  • Arranging transportation for eligible beneficiaries so they may obtain transportation at government expense
  • Arranging ambulance and special mode transportation in emergency situations as requested by the provider
  • Arranging travel from basic information from the traveler, such as preparing itineraries using a
  • combination of carriers and/or private vehicles and special modes of transportation via most
  • economical route
  • Arranging, coordinating, and preparing, authorizations for travel by taxi and/or other hired vehicles
  • Maintaining information for and preparing budgetary and statistical reports
  • Collecting, compiling, and tracking data and statistical information in support of VTS
  • Performing a basic analysis of the data and generates a variety of reports
  • Maintaining automated system of program-specific data to track items such as service project milestones, progress reports, clinic trends, program trends, performance measures, compliance strategies, etc.
  • Interacting with various other transportation services such as Emergency Medical Service (EMS), Volunteer Transportation Network (VTN), Disabled American Veterans (DAV), Veterans of Foreign Wars (VFW) etc., and other transportation providers
  • Assisting the Mobility Manager in planning and directing programs that provide VTS support service functions
  • Complying with all safety/fire prevention rules/regulations., using protective equipment when required and provided
  • Performing other administrative duties as required by the Service Chief, MAS or supervisor.
Work Schedule: Monday to Friday; 08:00 a.m. to 04:30 p.m.

Qualifications

Minimum Requirement: The following are minimum requirements for appointment as a Transportation Assistant in the Veterans Health Administration (VHA), which all applicants must met.

Specialized Experience (GS-05): You must have one (1) year of specialized experience that equipped you with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level (i.e., GS-04). Qualifying examples of specialized experience would typically include but are not limited to: dealing with problems, issues and situations which occur in the daily activities of the beneficiary travel and Transportation Service programs; meeting and dealing effectively with a wide variety of staff from many educational and skill levels for the purpose of communicating clear instructions and interpretations; preparing and producing written instructions and a variety of correspondence; applying knowledge of consult management, scheduling admissions, discharge, transfer, and administration with patient processing including diagnostic tests and studies, availability of these within the medical center, and procurement outside the medical center; and utilizing Microsoft software and other software programs. OR,

Education (GS-05): Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have four (4) years of successfully completed education above the high school level in any field for which high school graduation or the equivalent is the normal prerequisite. This education must have been obtained in an accredited business, secretarial or technical school, junior college, college or university. NOTE: One year of full-time undergraduate study is defined as 30 semester hours, 45 quarter hours, or the equivalent in a college or university or at least 20 hours of classroom instruction per week for approximately 36 weeks in a business or technical school. Combination (GS-05): Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and education beyond two (2) years of successfully completed education above the high school level in any field for which high school graduation or the equivalent is the normal prerequisite (i.e., 60 semester hours). IMPORTANT: A full year of work is considered to be 35-40 hours of work per week. All experience listed on your resume must include the month and year start/end dates. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The incumbent will be exposed to stressful working situations that will require a mature attitude and collective reasoning to overcome. The incumbent is subject to a great deal of stress because of the high volume of work, the need for accuracy, frequency of interruptions, and ever changing demands due to program changes.

Receiving Service Credit for Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. Selected applicants may qualify for credit toward annual leave accrual, based on prior work experience or military service experience. This credited service can be used in determining the rate at which they earn annual leave. Such credit must be requested and approved prior to the appointment date and is not guaranteed.
