This position is located in the Office of Analytics, Performance and Improvement within the office of the Chief Financial Officer. The Supervisory Program Analyst:

  • Plans and conducts complete performance planning, management, and analysis for major and complex program areas involving multiple funding sources and provides feedback for improvement to program managers and GSA senior officials.
  • Oversees the coordination and review of the submission of strategic performance plans and other performance documents. Provides technical direction on the performance management process on an ongoing basis.
  • Reviews, analyzes, and interprets existing and proposed legislation as it pertains to performance planning, measures, and reporting.
  • Develops overall performance guidelines and requirements within parameters established by Congress, OMB, and the Chief Financial Officer and oversees their implementation.
  • Provides staff assistance to personnel in the services and staff offices regarding preparation of performance measures, strategic assessment, strategy and action planning, and in linking budgeting and performance, and maintains continuous liaison with program personnel.
  • Makes recommendations to the Director, the CFO and Administrator concerning performance objectives of the service or staff office.
  • Plans, oversees, and coordinates enterprise risk management for the agency. Develops the annual GSA Risk Profile, gathering inputs from stakeholders agency-wide and synthesizing program-level risks to determine enterprise impacts.

This position has job functions that must be executed within a specific geographic location. The official duty station is a federal facility, leased space, or an alternative worksite (typically the employee’s home). Positions include routine telework and remote work arrangements that are geographically specific to:

  • Washington, DC

The GS-15 salary range starts at $148,484 per year.

To qualify, you must have at least one year of specialized experience equivalent to the GS-14 level or higher in the Federal service. Qualifying specialized experience is experience which demonstrates the development and implementation of strategic plans, annual organizational performance plans, key performance indicators, and regular performance reviews for large, complex organizations encompassing a range of stakeholders. This experience must include supervising and directing others in performing comprehensive analyses of major programs and priorities to identify opportunities for performance improvement; and presenting complex issues to and/or reviewing the results of analyses with high-level officials.

You will be evaluated for this job based on how well you meet the qualifications above.

You will be scored on the questions you answer during the application process, which will measure your possession of the following competencies or knowledge, skills, and abilities.  Your responses to these questions must be supported by your resume or your score may be lowered.  

  • Skilled in planning, organizing, and directing the work expectations of the Division staff. Ability to execute a full range of management responsibilities and has authority for establishing appropriate and feasible policies, regulations, procedures and guidelines that promote efficiency and effectiveness in programs relating to performance. Collaborates with internal and external experts and coordinates all new regulations and guidelines.

  • Ability to represent the Director in dealings with top officials at GSA to support and defend plans and programs and obtain cooperation in executing the mission and objectives of the Office.

  • Ability to provide guidance and direction for formulating, analyzing, organizing, coordinating and identifying short-term and long range work plans, procedures, processes, budget allocations and related performance requirements for effectively and efficiently implementing program objectives. 

  • Ability to serve as a source of authoritative advice, guidance and liaison on policy and process matters with OCFO and GSA. Develops comprehensive enterprise-wide policies and systems for organizational performance management and strategic planning.

  • Ability to acts independently in the planning and execution of a variety of management functions and makes authoritative and final decisions requiring considerable technical judgment and under the pressure of short deadline and budget cycle peak workloads.
