Summary

As a Labor Economist GS-0110-13 you will be part of Office of Enterprise Data and Analytics at the Equal Employment Opportunity Commission. If selected, you will be responsible for providing advisory services to subject matter experts, and assisting staff in District Offices and other offices, as necessary, in designing, implementing and interpreting statistical analyses.

The selectee will be required to have a duty station location at HQ or one of the 53 EEOC District or Field Offices

This announcement uses the OPM Federal Wide Direct Hire Authority to recruit and appoint qualified candidates to certain positions in the competitive service where a critical hiring need has been identified.

Duties

Help
  • Gathers and analyzes an array of economic information for employment discrimination cases and the general enforcement of the statutes enforced by EEOC.
  • Reviews and evaluates studies performed by external experts in the field of labor economics and assesses their relevance or appropriateness to the analysis of employment discrimination studies.
  • Provides guidance, including advice and support, to field and legal staff concerning the appropriate economic and statistical techniques to be used in conducting analyses in employment discrimination cases and in research efforts.
  • Applies econometrics, other statistical/quantitative techniques and systems, and research design principles to develop statistical evidence of discrimination for Commission investigation cases.
  • Provides advice to senior EEOC staff and other individuals who are seeking expert assistance in analysis of employment discrimination cases or in the preparation of research projects.

Qualifications

To qualify for this position at the GS-13 level you must meet one of the following Basic Education Requirements:

  • Degree: economics, that included at least 21 semester hours in economics and 3 semester hours in statistics, accounting, or calculus.

OR

  • Combination of education and experience: courses equivalent to a major in economics, as shown in A above, plus appropriate experience or additional education.

Examples of qualifying experience include:

  1. Individual economic research assignments requiring planning, information assembly, analysis and evaluation, conclusions and report preparation;
  2. Supervisory or project coordination assignments involving a staff of professional economists, and requiring the evaluation and interpretation of economic information; or
  3. Teaching assignments in a college or university that included both class instruction in economics subjects and one of the following (1) personal research that produced evidence of results, (2) direction of graduate theses in economics, or (3) service as a consultant or advisor on technical economics problems.

Experience in related fields that did not involve the use and understanding of economic principles and theories may not be used as qualifying experience for these positions. Special attention on this point should be given to certain types of work that may or may not have provided professional economic experience. The following examples of work require special care in such determinations:

  1. Economic statistics;
  2. Industrial surveys;
  3. Management of individual business enterprises, including farms;
  4. Industrial planning;
  5. Writing or editorial work in economic subjects; and
  6. Financial market analysis.
In addition to meeting one of the above Basic Requirements, you must also possess the following: Have at least one year of specialized experience equivalent to the GS-12 grade level, OR equivalent public or private sector experience which has given the knowledge, skills, and abilities to successfully perform the duties of this position. Specialized experience for this position includes:
  • Designing and conducting quantitative empirical studies in labor economics, including but not necessarily limited to analyses of labor market dynamics, labor force inequality, employment actions such hiring, promotion, pay and/or termination, and/or worker characteristics and outcomes by geography, industry and occupation;
  • Applying a variety of statistical techniques such as analysis of variance and linear and logistic regression to test a theory or hypothesis;
  • Planning, designing, administering, and reporting results of online e-surveys;
  • Providing statistical consultation for non-technical stakeholders;
  • Functioning as an advisor to senior management and leadership in the absence of a team leader or supervisor.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
