The Associate Director serves as a full-fledged member of the Executive Leadership Team consisting of the Medical Center Director, Associate Director, Chief of Staff, and Associate Director for Patient Care Services. This position participates fully in top management discussions, decisions, policy making, planning, and goal setting, and shares equally in the responsibilities for outcomes of top management actions. The Associate Director is directly responsible for leadership, direction, and control of the following administrative and allied health services: Facilities Management Service, Health Administration Service (HAS), Fiscal Service, Prosthetics and Sensory Aids Service, Public Safety Service, Supply Chain Management Service, Privacy Program, the VERA program, as well as a limited scope of the Human Resources Management Service, Veterans Canteen Service and Office Information and Technology.

The incumbent serves as the Acting Medical Center Director in the absence of the Director. The incumbent serves as the chairman of and provides leadership to the Resources Board, Administrative Executive Board, Safety Committee, and the Emergency Management Committee. The incumbent also serves as the co-chair for the Strategic Planning Committee, and as an ex-officio member of the Clinical Executive Board and Nurse Executive Board. Additionally, the incumbent also has a through knowledge of the various program areas and medical needs of the Medical Center as well as Veterans Integrated Service Network (VISN) 10. The assist in the integration of programs the Associate Director may be required to serve in leadership positions for VISN 10 on a collateral or term basis.

BUDGET AND FISCAL MANAGEMENT (30 percent)

  • Develops, administers, and controls the medical Center's and CBOCs multi-million dollar operational budget
  • Develops, monitors, executes, and adjusts spending plans to effectively accomplish the mission of the Medical Center within monetary constraints imposed by VA Headquarters
  • Provides leadership and guidance in determining the resource needs and adjusting resource allocations
  • As Chair of the Resources Board, ensures that all position management, space, and equipment purchase requests are considered and reviewed in accordance with Medical Center guidelines and that justifications presented along with the requests provide sufficient information to allow for appropriate consideration
STRATEGIC PLANNING (20 percent)
  • Assures the Medical Center goals and objectives are established that are linked to VA and VISN 10 plans and priorities
  • Provides the leadership and oversight for the development of planning initiatives that implement overall goals
PERSONNEL MANAGEMENT (30 percent)
  • Provides top management leadership and commitment in all areas of human resources management
  • Performs collaborative labor-management efforts and also serves as a management team member on local contract and implementation and impact negotiations
  • Effectively leads Service Chiefs in meeting Medical Center affirmative action goals and objectives
PUBLIC/COMMUNITY RELATIONS (10 percent)
  • Supervises Community and Volunteer Service and is responsible for the oversight of Medical Center public relations
  • May be called upon to meet with local civic organizations, Veterans Organizations, Veteran beneficiaries, professional groups, volunteer organizations, vendors, private sector business members/organizations, new media, local government officials, and member of Congress
  • Conducts briefings and accepts speaking engagements with these organizations to emphasize understanding of the Medical Center's role and mission
SYSTEMATIC INTERNAL REVIEW/QUALITY MANAGEMENT (10 percent)
  • Shares joint responsibility with the Chief of Staff and Associate Director for Patient Care Services for developing policy, implementing and monitoring quality management programs to ensure adherence to Medical Center, VA Headquarters and external accrediting agencies regulations
  • Identifies and provides corrective actions for potential deficiencies
  • Establishes both short and long-range goals and objectives that assure achievement of the primary goal of quality healthcare for the Veteran

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/29/2022.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-14 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

Basic Qualifications:

  • Experience: You must have progressive analytical or administrative responsibility, or clinical management or supervisory experience in the health care field. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: Missions, organizations, programs, and requirements of health care delivery systems; Regulations and standards of various regulatory and credentialing groups; and Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. This includes management ability to delegate authority, evaluate and oversee people and programs, recognize and adapt to changing priorities as well as knowledge of interrelationships and interdependencies among various medical and administrative services and programs. OR,
  • Special Provision for Inservice Placement: You must have successfully completed an agency-sponsored on-the-job training program that was included in a formal individualized training plan. (Such a training program must have been conducted in an operating health care system and included: Assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic government administrative policies and requirements; Practical assignments providing an opportunity to apply health system administration skills and principles (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned); and Oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program). OR,
  • Education: You must have an undergraduate and/or graduate education with a major study in hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration.
Specialized Experience: You must possess at least one year of qualifying specialized experience at the GS-13 level or equivalent. Examples of specialized experience include but are not limited to: assisting in the development of strategic plans; helps with organizing facility task groups and educational forums; contributes in organizational change as directed; supports and participates in establishing and maintaining an atmosphere conducive to the accomplishment of good patient care and simulative teaching; Evaluates each subordinate manager's success in contributing to accomplishment of the institution's goals; evaluates data facets to assess vulnerability, mismanagement, fraud and abuse, and assisting with establishing internal controls for each area; evaluates education needs with a department; plans and implements activities to meet program or service needs for self and others; Assesses the impact of situations to predict potential outcomes; Coordinates program activities supervised to promote efficient operation and to ensure that the missions of the sites are fulfilled.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: Incumbent must be physically and mentally able to perform efficiently the duties of the position. The work is primarily sedentary and performed in an office setting. This individual is required to drive a government car, when one is available, on a re-occurring basis.
