Major duties and responsibilities are summarized below.

Program Operation/Management

  • Execute a central placement system at the installation that includes a Central Waiting List (CWL) and central enrollment and registry that ensures spaces are fully utilized.

  • Coordinate cross-CYP activities and requirements, including the implementation of the Parent Involvement Board (PIB) and Inclusion Action Team and the publication of the annual Parent Fee Letter.

  • Serve as a liaison to the Regional CYP Manager around all CYP related issues.

  • Coordinate and maintain documentation for Commander, Navy Installations Command (CNIC) and Multi-Disciplinary Team.

Budgeting and Financial Management

  • Compile and submit statistical data for report and data calls and keep Command up-to-date on trends, policy changes, and program needs at the installation CYP.

  • Develop and provide integrated budget input, conduct written analysis of budget variances, and prepare justification of funding for program resources, repairs, and/or maintenance of facility and equipment.

  • Implement policies and procedures around purchasing, fees, and contracts with parents.

  • Ensure compliance with all regulations governing the use of appropriated and nonappropriated funds.

Personnel Management

  • Supervise CYP Professionals (e.g., employees, interns, providers, and volunteers) to ensure compliance with all required policies, regulations, standards, and management directives. Develop and use a singular staffing schedule to ensure efficient use of employees across CYPs.

  • Work collaboratively with the Training and Curriculum (T&C) Specialist to identify the CYP professional training and professional development needs and ensures delivery of a comprehensive training and development program, including support for higher education such as the Child Development Associate (CDA) credential or college-level classes.

Compliance

  • Ensure compliance with all Department of Navy (DoN), Department of Defense (DoD), state, Federal and local instructions, standards, regulations, policies and procedures.

  • Work with all installation CYP Directors to develop one single installation Standard Operating Procedures (SOPs), CYP professional handbook, and parent handbook for the efficient operation and management of facilities and programs.

  • Implement recommendations and/or immediately correct deficiencies identified through inspections or accreditation visits.

Additional Responsibilities

  • Serve as a mandatory reporter of suspected child abuse and neglect.

  • Perform other duties as assigned.

Qualifications

Summary of Duties: The purpose of the Installation Child and Youth Program (CYP) Director is to provide oversight to all child and youth programs at an installation to facilitate the provision of safe, healthy, secure, and developmentally appropriate services for children and youth ages 6 weeks to 18 years.  The incumbent is responsible for planning and executing the Installation CYP through the administration, operation and technical direction of any or all of the following programs as applicable to the installation: Child Development Centers (CDC), Child Development Homes (CDH), School Age Care (SAC) programs, and Youth Programs (YP).  A variety of services are provided for children 6 weeks to 18 years of age in accordance with demand and available funding, including full time child care programs, hourly care, evening and weekend care, emergency care, care for children with special needs, respite care, and parent education. CYP includes children of all abilities.  The incumbent works with all of the installation Directors to ensure that the CYP functions as one unit through implementation of an organizational structure that promotes communication among programs as well as information and resource sharing.  The incumbent is responsible for four CDC’s (one extra-large), two SAC programs, two youth programs and one CDH program.  The installation is a designated Category 4/5 Exceptional Family Member Program area.  Experience in supervising multiple programs and locations as well as support for inclusion desired.

Qualifications Required:  A 4-year degree in Early Childhood Education, Child Development, Elementary Education, Special Education, Home Economics (early childhood emphasis) or related field of study AND 3 years of full time experience working with children and/or youth

-OR a Master’s degree in the related field of study AND minimum of 1 year professional experience working with children

-OR a combination of education and experience (e.g. appropriate experience or additional course work that provided knowledge comparable to completion of a 4-year course of study AND 3 years of full time experience working with children or youth.)  

In-depth knowledge of the principles and management of child and youth development programs. Knowledge to apply Federal and State laws governing the detection and prevention of child abuse and/or neglect. Knowledge of financial management, budgeting, and purchasing as it pertains to a child and youth program. Knowledge of facility design, functional use, and maintenance concepts and other regulations relative to government military Child Development Center. Must possess strong supervisory and business skills and ability to provide positive personnel management. Strong interpersonal communication and leadership skills to facilitate and organize a collaborative and cohesive installation. Must be able to communicate effectively both orally and in writing and possess strong interpersonal communication skills necessary in a diverse workplace.

Conditions of Employment: Position is subject to special immunization requirements as a condition of employment when working with children.  Must pass a pre-employment physical, provide evidence of immunizations, and be free from communicable disease. (In accordance with recommendations from the Advisory Committee on Immunization Practices (ACIP), which includes the influenza vaccine).  This position is subject to both pre-employment and random drug testing as a condition of employment.  Please note:  Marijuana is a Schedule I drug under the Controlled Substances Act, and therefore use of marijuana is illegal under Federal law regardless of State laws.  A positive drug test result for marijuana (or any other drug tested for) will result in withdrawal of the tentative job offer and ineligibility to apply for a position within the Department of Defense for 6 months from the date of the drug test. Must satisfactorily complete all background checks in accordance with PL 101-647 to include National Agency Check with Written Inquiries (NACI).  Must satisfactorily obtain or complete required training certificates and maintain certifications or credentials required by federal, state, or National Accreditation institution utilized as part of DoD’s Child and Youth Programs.
