Help

This position is in the Investigations Division, Immediate Office, Investigative Support Branch in Washington, D.C.

If selected as the Program Analyst, you will be responsible for providing headquarters programmatic level support to law enforcement and civilian personnel geographically located throughout the nation. Work assignments include, but are not limited to:

  • Providing analytical support in a variety of capacities such as researching and preparing position papers, agendas, and briefing material related to the programmatic responsibilities of the branch. Prepares schedules for various projects for the inspection program, ensures that plans are consistent with the branch's goals and procedures in support of adhering to the Council of the Inspectors General for Integrity and Efficiency's Qualitative Assessment Review Guidelines, and applicable law. Participates in on-site inspections of field offices, as necessary.
  • Serve as the Investigations Division fleet coordinator for approximately 120 vehicles. Responsible for ensuring fiscal responsibility and conducting fleet modernization studies to ensure effective use of resources. Coordinate fleet-related matters with various field office coordinators, the Department, and the General Services Administration (GSA), as appropriate. Review monthly fleet charges for accuracy and resolve billing discrepancies. If discrepancies are identified, works with GSA to ensure they are resolved timely.
  • Oversees the Special Operations Support Program (investigative/confidential funds) in consultation with the Administrative Support Branch, and the Management & Planning Division's Office of Financial Management. The incumbent will be tasked with modernizing the program to enhance its efficiency.
  • Manages and coordinates access to more than 20 law enforcement databases in the Investigations Division portfolio. Reviews access requests, monitors database usage, tracks licenses, expenditures, and monitors memoranda of understanding. Evaluates current contracts and provides recommendations for cost savings measures.
  • Ensures the Investigations Division is prepared for audits of sensitive law enforcement systems and participates as a team member when such inspections occur.
  • Serves as the SharePoint Administrator for the Investigations Division. Responsible for ensuring the reliability of the information within SharePoint in support of the Office of the Inspector General's law enforcement mission. Evaluates it's use and realigns resources as necessary. Performs analysis of SharePoint data to eliminate duplicative or obsolete information and designs and edits SharePoint sites as required.

Qualifications

To qualify at the GS-12 level, you must possess one year (52 weeks) of specialized experience at least equivalent to a GS-11 grade level in Federal service that has equipped you with the particular knowledge, skills, and abilities to perform the duties of the position successfully with examples of specialized experience that must include the following:

  1. Experience managing multiple government-owned leased vehicles (fleet), ordering vehicles, coordinating vehicle repairs, proactively reporting vehicle mileage to the General Services Administration (GSA), ensuring maintenance/vehicle recalls are addressed, facilitating vehicle exchanges, familiarity working with GSA Fleet Service Representatives, and knowledge and principles of vehicle fleet accidents, incidents, and the associated reporting procedures.
  2. Conducting proactive or research for an initiative or project that impacts a law enforcement organization; prepare action plans and/or schedules consistent with agency goals.
  3. Working knowledge of the Special Operations Support program (or investigation/confidential fund program) as it relates to supporting law enforcement operations.
  4. Working knowledge of law enforcement databases and their use and agency procurement procedures.
  5. Experiencing using SharePoint.

Experience utilizing tools offered by GSA to monitor fleet expenditures and proactively identify patterns, trends, and unauthorized purchases.
  2. Conducting proactive or research for an initiative or project that impacts a law enforcement organization; prepare action plans and/or schedules; delivering the information in oral or written formats with proposed recommendation; follow through and execute on action plans/or schedules to accomplish agency goals.
  3. Expert-level knowledge managing the Special Operations Support program (or investigation/confidential fund program) as it relates to supporting law enforcement operations; conducting audits; self-inspections; seeking additional funding as appropriate; and training others to perform this task.
  4. Expert-level knowledge of law enforcement databases and their use and expert-level knowledge of agency procurement and associate acquisition regulations. Skilled at evaluating current contracts and determining whether service(s) should continue, be reduced, or cancelled and providing executive quality memoranda to support the appropriate position.
  5. Experience using SharePoint, creating folders, tables, and automating processes to capture information efficiently, and experience setting access controls and creating new or revising current, sites.
Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade level (or equivalent).
