Help

The Staff Associate for Budget has responsibility for the development of MPS's portion of NSF's budget request and related policy and communication issues, primarily developing responses to Congressional concerns and questions about the budget, and proactively shaping programmatic initiatives to address Administration and Congressional interests. In addition, the Staff Associate for Budget provides management, planning, and analytical guidance to all elements of the Directorate with respect to budget-related communications, for example, the assembly of information from the divisions/office for the budget process and responses to questions from Congress and other stakeholders in MPS's programs. The position is also responsible for the review and oversight of all Congressionally mandated reporting on programs such as Small Business Innovation Research/Small Business Technology Transfer (SBIR/STTR) and NSF Innovation Corps (I-Corps™). The incumbent holds a key role in the Directorate leadership team, integrating its knowledge management functions with the budget preparation and public communication processes. Specifically the Staff Associate for Budget:

  • Oversees and coordinates the preparation and analysis of the annual MPS budgets that go to the Office of Management and Budget (OMB) and to Congress.
  • Manages the formulation, justification, and execution of MPS's budget and serves as the technical authority on budget formulation and execution for the Directorate.
  • Provides coordination with the Office of the Director and staff offices such as the Office of Budget, Finance, and Award Management (BFA), the Office of the General Counsel (OGC), and the Office of Legislative and Public Affairs (OLPA), to identify, analyze, and resolve financial and budget cycle issues and problems encountered at any point in the budget process.
  • Assesses the long- and short-term impact of various budgetary configurations and develops contingency strategies.
  • Closely monitors both the authorization and appropriation processes, assuring the timeliness and quality of required reports and responses to Congressional and Executive Branch queries regarding programs.
  • Coordinates with MPS Divisions, BFA, and OIRM on execution activities or initiatives to resolve resource allocation issues affecting MPS mission operations, including AOAM funds, FTE/IPA allocations, space, and equipment.
  • Is responsible for AOAM budget execution activities for MPS accounts in conformance with applicable regulations. Oversees continuous analysis of Directorate use of operational expense allocations, including those for training and travel.
  • As a member of the Senior Staff of the Directorate, works with other senior staff both within and outside the Directorate on issues involving budget, legislation, policy, and financial operations.
  • Conducts special studies at the request of the Assistant Director, Deputy Assistant Director, or on own initiative.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade/equivalent.

Qualifications

To qualify at the GS-15 level, you must have one year of specialized experience equivalent to the GS-14 level in Federal service performing all aspects of budgetary functions for an organization. Examples of experience include: planning and managing the formulation, justification, and execution of an organization’s budget; assessing short- and long-term impacts of financial strategies for an organization; preparing annual budgetary reports for the Office of Management and Budget and Congress; and analyzing financial resources to resolve any subsequent issues or problems with the federal budget process.

To qualify at the GS-14 level, you must have one year of specialized experience equivalent to the GS-13 level in Federal service performing operational budgetary functions for an organization. Examples of experience include: formulating, justifying, and executing an organization’s budget; assessing the short and long term impacts of funding on organizational resources; preparing annual budget reports for the Office of Management and Budget; and addressing any issues or problems that arise during the budget process.

Education

Education may enhance skills required for this position; however, no substitution of education for specialized experience may be made at this level.
