Duties

Help

If selected for this position, you will perform the following:

As Associate Director for High Containment, the incumbent directs, coordinates, and manages the high containment laboratory research program and associated policies of the IRF. The work requires both the scientific expertise necessary to establish policy and the ability to provide science management and administrative direction to the IRF's program, the infrastructure of its BSL-2/3/4 laboratories, and IRF's laboratory operations.

In furtherance of these responsibilities, the incumbent performs a wide range of science program management, program operations management, and collaborative/outreach activities that typically include, but are not necessarily limited to, the following:

  • Manage IRF's science and research programs to ensure that all applicable regulations and practices are enforced, developing and executing an intramural biodefense clinical research program utilizing the unique biocontainment resources of the IRF, and provide expert leadership in conceptualizing, designing, implementing, managing, and evaluating highly complex applications, projects, and studies;
  • Develop the IRF strategic plan as it relates to the scientific mission, organizational structure, future collaborations, and establishment of a research program that supports the NIAID's strategic priorities and goals for emerging infectious disease and biodefense research;
  • Manage and oversee IRF program operations, including monitoring of the activities of a large staff (approximately 120) of contractor scientists, technicians, and support staff who conduct work related to the development of BSL- 2/3/4 infrastructure and the IRF's research activities;
  • Develop, maintain, and enhance the IRF's collaborative working relationships with other agencies, other research organizations, regulatory agencies, and professional scientific organizations.


WORK ENVIRONMENT: The majority of work will be conducted in a standard office setting, but entry into high containment laboratories will be required on a regular basis. The laboratory work area contains lethal viruses which requires the utmost precautions and carries grave risks for occupational exposures resulting from failure to adhere to safety practices of a biocontainment laboratory. It requires special safety precautions and protective clothing or gear including total body encapsulation (e.g. spacesuits) to mitigate exposure to lethal viruses.

Qualifications

In order to qualify for a Microbiologist, GS-0403, position, you must have:

Education Requirement:
A. Completed the requirements for a bachelor's (or graduate) degree in microbiology;
OR
B. Completed the requirements for a bachelor's (or graduate) degree in biology, chemistry, or basic medical science. At least 20 semester hours need to be in microbiology and other subjects related to the study of microorganisms and at least 20 semester hours need to be in the physical and mathematical sciences (combination of course work in organic chemistry or biochemistry, physics, and college algebra, or their equivalent);
OR
C. A combination of experience and education which includes courses comparable to a major in microbiology, or biology, chemistry, or basic medical science that included courses as shown in B above.

Additional Qualifications:
In addition, to qualify for a Microbiologist position at the GS-0403-15 level, you must have 1 year of specialized experience equivalent to at least the GS-14 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: managing a high containment laboratory research program; providing scientific expertise on the management and direction of BSL-2/3/4 laboratories and operations; administering contracts involving imaging or high containment equipment; developing and accessing compliance with policies, procedures, and protocols for high containment laboratories and conditions; and coordinating information and issues involving research programs or the operation of biocontainment facilities with other organizations.

A combination of education and specialized experience that meets the qualification requirements for this position.
