Help

As a Facility Operations Specialist you will perform the following duties:

  • Serve as facility manager to perform a variety of routine, preventative and emergent maintenance, repair, general engineering and administrative duties related to the stewardship of a Government-owned campus housing research laboratories, administrative and office spaces, a sea water system, and operations, support and storage structures.
  • Manage the operations and maintenance of facility systems, monitor utilities and energy usage, and coordinate construction and repair projects.
  • Conduct capital planning and develop spending plans and budgets for facilities operations.
  • Manage facility inspections, and conduct scheduled and unscheduled inspections; perform quality control reviews of contract services, projects, and facility conditions; identify and report deficiencies, safety and security risks; and work with compliance officers to ensure adherence to Occupational Safety and Health Administration (OSHA), Environmental Protection Agency (EPA) and other relevant regulations.
  • Arrange and monitor various contractual services including as a purchase card holder; determine requirements, prepare statements of work (SOW) and cost estimates; represent facility in acquisition processes, including as Contracting Officer’s Representative (COR); and manage small to mid-sized contracts for services and construction.

This position requires a Low Risk Security Clearance.  

This position will be filled under the DOC Alternative Personnel System (CAPS). This system replaced the Federal GS pay plan and structure. Under CAPS, positions are classified by career, pay plan, and pay band.

The ZP-3 is equivalent to the GS-11/12.

CONDITIONS OF EMPLOYMENT:

  • This position requires the operation of a Federal motor vehicle. Maintain a valid driver’s license to drive federal motor vehicles to obtain supplies and equipment, and travel to other locations.
  • Must be able to perform on call duties, work on a rotational basis, and conduct occasional weekend/holiday security checks.
  • This position is designated as an Emergency Employee position and needed to ensure the continued operation of mission essential functions. Positions with the Emergency Employee designation may require the employee to report for duty at normal times when the facility is otherwise closed or delayed reporting and remain on duty during phased or early release/dismissal.

PHYSICAL REQUIREMENTS: This position has physical requirements. Incumbent must be able to stand for long periods of time, frequently bend and stoop, lift up to 50lbs, and operate heavy equipment.

Qualifications

EDUCATION:   There is no positive education requirement for this position.

SPECIALIZED EXPERIENCE: Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service.  Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position.  This experience need not have been in the federal government.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.  You will receive credit for all qualifying experience, including volunteer experience.

To qualify at the ZA-3 or GS-11 level:

SPECIALIZED EXPERIENCE: Applicants must possess one full year (52 weeks) of specialized experience equivalent to the ZA-2 or GS-09 in the Federal service. Specialized experience MUST include all of the following:

  • Coordinating routine maintenance or emergency repairs to sustain operations at a facility;
  • Applying principles, practices, and technical methods for managing a facility and its equipment, in order to meet the work unit’s mission; and,
  • Providing advice or guidance on facility operations and maintenance activities to program and management officials to support decision-making.

OR

SUBSTITUTION OF EDUCATION: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree LL.M., if related.

OR

COMBINATION OF EDUCATION AND EXPERIENCE An equivalent combination of graduate level education and specialized experience is qualifying. NOTE: Only graduate education in excess of two years is qualifying for combination.

Education

College Transcript:  If you are qualifying based on education, submit a copy of your college transcript that lists college courses detailing each course by the number and department (i.e., Bio 101, Math 210, etc.), course title, number of credit hours and grade earned.  You must submit evidence that any education completed in a foreign institution is equivalent to U.S. education standards with your resume.  You may submit an unofficial copy of the transcript at the initial phase of the application process.  If course content cannot be easily identified from the title of the course as listed on your transcript, you must submit an official course description from the college/university that reflects the content at the time the course was taken.

Note:  Your college transcript is used to verify successful completion of degree, or college course work.  An official college transcript will be required before you can report to duty.

How you will be evaluated

You will be evaluated for this job based on how well you meet the qualifications above.
