In this role you'll help bring end users to the forefront when designing and building government services, while working to enhance government technology from within, create solutions at scale with modern best practices in mind, and improve the way government serves millions of people from every corner of the United States and beyond.
The primary purpose of the position is to serve as Information Technology Specialist (System Analysis) also known as a (Senior) Product Manager, typical work assignments include:
Build products delivering value to stakeholders and customers and those who care for them by leveraging emerging technology, methodologies, and trends found in the private sector.
Lead, co-lead, or be part of a cross functional team for one or more existing or potential products varying in size and technical complexity.
Execute the full product lifecycle using modern solutions for product and services delivery in an iterative manner that meets the mission and user needs including problem definition, hypothesis generation and validation, user research and discovery, prototyping, and production ready software.
Perform needs analyses to define opportunities for new or improved products, services, or strategies which may include but not limited to research, customer listening, usability testing, advising, developing, and implementing solutions tailored to the unique project needs.
Use analytical skills to apply a wide range of qualitative and/or quantitative methods for assessing and improving outcomes. Effectively leverage data to inform product direction.
Foster regular engagement with stakeholders, build trust and rapport, effectively balance stakeholders' needs with product priorities.
Foster an environment of respect, diversity, equity, inclusion, accessibility, mutual support, flexibility, collaboration, continuous learning, and commitment to user needs.

Qualifications
You qualify at the GS-14 grade level if you possess information technology related experience demonstrating each of the four required basic competencies:
Attention to Detail - Understands using data to measure success and impact of work. Uses effective measurement to evaluate the outcome of digital services (software or government processes) in production. Writes clearly and cleanly, with organization.
Customer Service - Can synthesize (e.g. Affinity mapping, Personas) information about users/customers then incorporate learnings into the strategic direction of the product.
Oral Communication - Communicates and collaborates within and across teams to release products that achieve goals. Builds consensus across various stakeholder groups.
Problem Solving - Has led a cross-functional product team that works through problems to deliver value iteratively to users.
In addition to the above basic requirements you must have at least one year of specialized experience equivalent in difficulty and responsibility to the GS-13 level in the federal service (obtained in either the public or private sector) performing the following duties:
Leading a medium or co-leading a large product team, including managing relationships with senior leadership, balancing business and user needs with strategic goals, and assessing product work (product leadership). Serving as a user advocate, including participating in user interviews/testing and communicating user research results (user advocacy). Defining effective objectives and product goals and formulating/tracking measures of success. (outcome driven). Owning product vision, communicating complex technical concepts and collaborating across cross-functional teams (communication and collaboration).
You qualify at the GS-15 grade level if you possess information technology related experience demonstrating each of the four required basic competencies:

In addition to the above basic requirements you must have at least one year of specialized experience equivalent in difficulty and responsibility to the GS-14 level in the federal service (obtained in either the public or private sector) performing the following duties:
Working with senior leadership and other stakeholders to develop product strategy and vision. Making decisions or recommendations that significantly influence important customer IT policies or programs. Presenting user research results to executives. Teach best practices to product managers.

How you will be evaluated
