Help

As a Public Health Advisor, you will:

  • Plan, develop, and implement public health programs in collaboration with local, state, other Federal and/or international governments and various public, non-profit, and private and health-related organizations
  • Establish systematic methods for program execution and advocacy that include the identification of objectives, evaluation criteria, and legal and regulatory compliance requirements
  • Analyze existing or proposed systems, strategies, services, or other health-related matters; identifies needs for improvement and the methods and resources to accomplish such improvements
  • Exercise responsibilities related to the initiation, administration, and/or close out of contracts, grants, and cooperative agreements
  • Plan, implement and present training systems for health practitioners, researchers and other professionals
  • Serve as a representative to professional organizations to gain cooperation from these groups
  • Perform other duties as assigned

Qualifications

.Minimum Qualifications for GS-12:

Applicants must have one year of specialized experience at or equivalent to the GS-11 level of difficulty and responsibility in the Federal service as defined in the next paragraph.

Specialized experience is experience which is directly related to the position which has equipped the applicant with the particular knowledge, skills and abilities (KSAs) to successfully perform the duties of the position to include experience in emergency response activities performing advisory work related to planning, development, implementation and evaluation of public health programs at either federal, state, tribal, local, and/or territorial government organizations, such as health departments or similar non-governmental or private sector organizations.

Minimum Qualifications for GS-13:

Applicants must have one year of specialized experience at or equivalent to the GS-12 level of difficulty and responsibility in the Federal service as defined in the next paragraph.

Specialized experience is experience which is directly related to the position which has equipped the applicant with the particular knowledge, skills and abilities (KSAs) to successfully perform the duties of the position to include experience in emergency response activities leading, evaluating and providing technical assistance on public health programs at either federal, state, tribal, local, and/or territorial government organizations, such as health departments or similar non-governmental or private sector organizations.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Current or Former Political Appointees: Agencies must seek prior approval from the Office of Personnel Management (OPM) before they can appoint a current or recent political appointee to a competitive or non-political excepted service position at any level under the provisions of title 5, United States Code. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule C, or Non-career SES employee in the executive branch, you MUST disclose that to the Human Resources Office. Additional information

This position serves as a public health advisor providing consultative services to programs or projects. The incumbent will have responsibility for performing assignments that affect populations in local, state, Federal, and international settings or public health programs that require occupational expertise and judgment to support program activities or program applications.

This position contains emergency response activity duties:

In the event of an emergency response activity, the incumbent of this position may be required to be available for emergency recall and emergency response duty on a 24/7 basis. Work may involve extensive overtime for extended periods of time during responses to public health events. For this requirement, the incumbent will be expected to sign a Statement of Understanding form and maintain an active registration in the automated emergency response system.

Special Conditions of Employment for Quarantine Public Health Officers (QPHOs):

  • QPHOs are required to wear a uniform
  • QPHOs are required to sign a geographic mobility agreement
  • QPHOs are subject to shift work, weekend work, evening hours
  • QPHOs are subject to 24/7 on call status
  • QPHOs may be required to provide basic quarantine station support, including purchasing, property inventory, document processing, timekeeping, and answering inquiries, etc.
  • QPHOs must have a valid driver's license and be able to obtain credentials to move freely behind security at airports, seaports and land borders
  • QPHOs must be able to qualify for an official U.S. Passport
  • QPHOs are required to be immunized to current ACIP standards and must be able to be successfully fit-tested for and wear an N-95 respirator
  • QPHOs must be physically fit enough to work long hours and frequently travel on foot to remote gate areas in a short period of time.
Additional selections may be made within the same geographical location CDC-wide.
