Duties

Help
  • Serves as the expert in all phases of the land tenure program; to develop, coordinate, and monitor components of the program.
  • Develops standards, guidance, and program development and implementation strategies for land exchanges, acquisitions, sales, withdrawls and recreation and public purpose conveyances.
  • Exercises technical expertise in a wide variety of complex land and realty transactions which may include different types of lands and realty case work, planning systems, compliance, environmental analysis, and budget.
  • Consults and coordinates with BLM, private, State and Federal entities concerning complex land and realty actions.
  • Provides technical guidance, program review and program management to District and Field Office staff to ensure casework is in line with Headquarters Office and California State Office policies.
  • Mentors and reviews work of realty specialists, identifying training and developmental opportunities, and monitors realty actions taken by field staff for quality control.
  • Responsible for providing land use planning advice, assistance and instruction in the lands and realty program area, including consistency reviews and analysis between District and Field Office staff.
  • Reviews or prepares environmental analysis in connection with various land actions and provides input where land resources are involved; reviews land tenure, withdrawals, and/or land use authorization recommendations for planning purposes.
  • Prepares briefing and issue papers for lands and realty related subjects in addition to reviewing and preparing responses to proposed Congressional legislation that affect the lands and realty programs.
  • May develop and implement standards, guidance and program strategies for rights of ways e.g. broadband, reciprocal agreements, land use leases and permits, and other land use authorizations.

  • Selectees w/less than 3 years exp. as a Realty Spec. (GS-1170) are req'd to attend a 3-part Lands and Realty Academy at BLM's National Training Center. Failure to complete/pass this Academy may result in your termination.
  • May require a one year probationary trial period.

Qualifications

Specialized Experience: Applicant must possess one (1) full year of specialized experience at or equivalent to the GS-11 level. Specialized experience which includes a wide range of federal real estate laws, principles, concepts, policies, regulations, authorities, methods, and practices; experience applying the Department of Justice title standards; preparation and coordination of competitive funding requests for land acquisitions which result in the receipt of funding; comprehensive knowledge of established land tenure methods for conservation and recreation lands, procedures, and policies of the Federal Government; expertise in negotiating complex agreements that are politically sensitive in nature; mentoring and conducting quality assurance of the work of other realty staff; management of disposal actions; provide briefings, issue documents and review and provide comments for proposed congressional legislation. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-11).

You must possess one (1) full year of specialized experience at or equivalent to the GS-11 level that is equivalent in difficulty and complexity as indicated by the following examples: .

Physical Demands: The work requires periods of sitting in one position with intense concentration and working with computers; conferences with groups and individuals; and occasional field work involving driving, walking, climbing, etc.,under varying terrain and weather conditions.

Work Environment: The work is usually performed in an open office setting. Occasional trips to BLM Field Offices, other BLM offices, and other Federal agency offices for program coordination, public meetings, and other locations to perform on-site investigations can be expected. Travel to the more distant Field Offices may require up to eight hours driving time on the road and under climate conditions that vary from sunshine and dry pavement to cold and snow-packed roads. Field trips will require adequate dress and preparation to meet a wide range of weather and road conditions.

If willing to relocate to Sacramento or Palm Springs Tax Law Impact for PCS: Moving expenses reimbursement is a taxable benefit. However, the Federal Travel Regulation 18-05 issued by General Services Administration has authorized agencies to use the Withholding Tax Allowance and Relocation Income Tax Allowance to pay for "substantially all" of the increased tax liability resulting from the "2018 Tax Cuts and Jobs Act" for certain eligible individuals.

If your duty location will be at any office within the Department of Interior in the State of California (not in Sacramento or Palm Springs)travel and relocation expenses will not be paid by the Department of the Interior.
