The duties include, but are not limited to:

  • Provides technical GIS expertise in support of Facility Management Service projects, initiatives, maintenance, and facility inventories;
  • Serves as technical expert in the Zablocki VAMC regarding GIS and related technologies;
  • Assesses and supports geographic information needs for hospital personnel, services, and end-user applications;
  • Designs spatial data coverage and associated databases and recommends workflow to create and maintain spatial and tabular data. Acts as a major participant in developing and implementing standards;
  • Performs spatial data administration support, and advanced spatial analysis for complex projects;
  • Develops custom map projects for various groups of end-users, publishing GIS data layers to the Geoportal of Geospatial Business Intelligence Service Line (GeoBISL) environment, and user administration and training;
  • Serves as Real Property Manager: Incumbent provides necessary GIS expertise as part of planning programs and initiatives, and coordination and consultation to outlying facilities to resolve specific facilities planning and land use development issues, lease management and community outreach activities;
  • Prepares study reports/planning products containing methodology, findings, and recommendations with supporting justification and graphics (also develops, prepares, and presents oral briefings on the same);
  • Designs spatial data coverage, GIS software tools, and associated databases, and recommends workflows to create and maintain spatial data in support if planning programs, master plans and initiatives;
  • Collects, integrates, and analyzes GIS data for planning applications to include site selection, site approval, transportation plans, space management, master plan, capital improvements budgeting and design reviews;
  • Utilizes GIS technology, formulates/validates a land use plan for installation and AOR in accordance with prudent land use compatibility by functional categories (clinical, administrative, EUL, etc.), resulting in an orderly development of the subject area;
  • Performs other related duties as assigned.
Work Schedule: Full Time, Monday - Friday 7:00 am - 3:30 pm - May be required to be present to provide off-hours support for utility outages, maintenance and projects support, etc.

Qualifications

To qualify for this position at the GS-11 grade level, you must meet one of the following requirements:

SPECIALIZED EXPERIENCE: Applicants must possess one (1) full year of specialized experience that equipped you with the knowledge, skills, and abilities to perform successfully the duties of this position, and that is typically in or related to the work of this position. To be creditable, this specialized experience must have been equivalent to at least the GS-9 grade level in the Federal service. Specialized experience developing and managing projects and programs to include planning, scheduling, budget control, evaluation, reporting, and managing resources; experience developing policies, reports, and correspondence; utilizing extensive knowledge of the principles and techniques of systems and Geographic Information System (GIS) tools, and web serving technology; experience utilizing software such as ESRI ArcGIS, ESRI ArcView, AutoCAD and Microsoft Office suite.; knowledge of the prevailing practices in similar activities, agencies and private sector in the area of computer-based facilities and land use inventory, GIS, management, and planning systems to better advise and-users of potential options.

SUBSTITUTION OF EDUCATION FOR EXPERIENCE: Applicants may substitute education for the required experience. To qualify based on education for this grade level, you must possess a Ph.D. or equivalent doctoral degree or three (3) full years of progressively higher-level graduate education leading to such a degree or LL.M., if related. COMBINING EDUCATION AND EXPERIENCE: Applicants may also combine education and experience to qualify at this level. You must have an equivalent combination of successfully completed graduate education and experience (as described above) to meet the requirements at the GS-11. Physical Requirements: The work is primarily sedentary. Work assignments which require visits to the job site usually require considerable amount of walking, stooping, bending, and climbing. The work is usually performed in an office setting, although there may be occasional exposure to conditions in industrial and medical type facilities during on-site visits. Must be willing to travel to CBOC locations and other areas on assignment. Such assignments typically do not exceed one week in length.

Receiving Service Credit for Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. Selected applicants may qualify for credit toward annual leave accrual, based on prior work experience or military service experience. This credited service can be used in determining the rate at which they earn annual leave. Such credit must be requested and approved prior to the appointment date and is not guaranteed.
