Department of Transportation (DOT).The incumbent is primarily responsible for: supporting and promoting the implementation of continuous quality improvement principles and practices for processes associated with the planning, design, and construction of Federal Lands Highways within the Division.

As a Program Analyst, you will:

  • Serve as the Division’s expert on the topics of process improvement, benchmarking and the FHWA strategic planning process.
  • Advise and consult with the Division Director and Leadership Team on organizational management-related issues and their application to and effect on project and program delivery systems.
  • Lead Division employee and customer surveys, evaluation and analysis of responses, and development and implementation of subsequent action plans.
  • Communicate the relevance of quality management processes and activities to employees and management.
  • Track and summarize Division accomplishments for the FLHD annual report.
  • Facilitate meetings across organizational boundaries through planning, action, feedback, and review.

The ideal candidate for this position has excellent communication and program management skills, is a team player, has experience in developing programs to improve the performance of an organization, and has experience in leading a wide variety of complex studies evaluating business processes and systems management. Ideal candidate will be comfortable with public speaking and facilitating.

CONDITIONS OF EMPLOYMENT:

  • SELECTIVE SERVICE: Males born after 12/31/1959 must be registered for the Selective Service.
  • GOVERNMENT TRAVEL CARD: This position involves travel.  A government contractor-issued travel card will be issued and must be retained for official business only.
  • PROBATIONARY PERIOD: You must complete a one-year probationary period (unless already completed).
  • TIME-IN-GRADE: Federal applicants must have served 52 weeks at the next lower grade in the competitive or excepted service in the executive branch to satisfy time-in-grade restrictions contained in 5 CFR 300, Subpart F.
  • TELEWORK ELIGIBILITY: This position is approved for occasional telework. The number of telework days approved is determined by the agency policy, emergency situations, the approval of your immediate supervisor, and if applicable, approval of additional officials. You are required to report to the office on a regular basis since this is not a full-time telework position, or approved as a remote work position.
  • BACKGROUND INVESTIGATION: You will be required to complete a background/security investigation and meet preliminary requirements prior to onboarding.

Qualifications

To meet the minimum qualifications for this position, you must meet the specialized experience qualifications for the grade at which you are requesting consideration. You cannot qualify based on education, you must have experience for either grade level.

To qualify for the Grade 12, you must have at least one year of experience equal or equivalent to the GS-11 it must include:

  • Experience in organizing and facilitating tasks; AND
  • Experience in analysis of key business processes and facilitating task teams toward effective solutions; AND
  • Experience with strategic and performance planning, application of quality management principles.

To qualify for the Grade 13, you must have at least one year of experience equal or equivalent to the GS-12, it must include:

  • Experience in analysis of key business processes, evaluating options and alternatives for making decisions and resolving issues, and facilitating task teams toward effective solutions; AND
  • Experience with strategic and performance planning, application of quality management principles and procedures to improve organizational performance.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  1. Strategic thinking - Formulates objectives and priorities and implements plans consistent with the long-term interests of the organization in a global environment. Capitalizes on opportunities and manages risks.
  2. Quality Management- Knowledge of the principles, methods, and tools of quality assurance, quality control, and reliability used to ensure that a project, system, or product fulfills requirements and standards.
  3. Partnering - Develops networks and builds alliances; collaborates across boundaries to build strategic relationships and achieve common goals.

For all types of consideration, experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).  Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.  You will receive credit for all qualifying experience, including volunteer experience.
