  • As a second-level supervisor, utilizes first-line supervisors and leaders to direct, coordinate, and oversee the work of the employees in the State Office Fire Staff.
  • Plans and assigns work to be accomplished by subordinate staff, sets priorities, and hears and resolves serious employee complaints.
  • Makes decisions on non-routine, costly, or controversial matters.
  • Evaluates work performance of the State Office Fire Staff, provides advice, counsel, or instruction on work and administrative matters.
  • Provides statewide leadership, coordination and direction in the application of standards, methods, and guidelines for all fire and aviation management program elements.
  • Directs and supervises all phases of a multi-program budget for a statewide fire, fuels, and aviation management program.
  • Provides guidance and direction on various state-of-the-art methods in accomplishing vegetation changes to restore the ecosystem to desired conditions.
  • Advises on complex and controversial fires, fuels and smoke management ecological problems, influencing long and short-term resource management activities.
  • Coordinates program activities with federal, state, tribal, and local government groups and agencies.
  • Develops, negotiates, implements and administers state and regional fire grants and cooperative agreements.
  • Represents the State Director on national, state, tribal and regional fire and aviation coordination groups, committees and councils.
  • Responsible for dealing with officials of other offices and organizations, and advising management officials.
  • Oversees program and fire preparedness reviews to evaluate preparedness and compliance with all standards, including statewide effectiveness of operations.
  • Makes or recommends changes in operating procedures or programs to increase effectiveness of operations, provide technical assistance in the solution of specific problems, or to correct practices in violation of established regulations or procedures.
  • Serves as the State?s senior professional fire management advisor to the State Director and staff, and District Managers and staff.
  • Directs all phases of the statewide fire management program and responsible for planning, direction, coordination and evaluation.
  • Provides guidance to develop, implement, and evaluate fire management policies and procedures to meet legislative mandates, regulations, and land use objectives as identified in Resource Management Plans and Fire Management Plans.
  • Responsible for the development of State Office manual directives, handbooks, information/instruction memoranda, workshops, etc., to provide fire management guidance and direction for the fire and aviation programs.

Qualifications

Selective Placement Factors: This position requires a special qualification that has been determined to be essential to perform the duties and will be used as a screen out element. Those who do not provide evidence they possess the following selective factor(s) will be rated not qualified:

This position is subject to the lnteragency Fire Program (IFPM) Standard and Guide selective placement factors for a Geographic Fire Program Manager (GFPM). This position requires the following qualifications - Currency Not Required:

  • DIVS (Division/Group Supervisor) and
  • ICT3 (Incident Command Type 3) or T2 C&G (Type 2 Command and General Staff) or
  • RXB2 (Prescribed Burn Boss Type 2) and
  • M-581 (Fire Program Management-An Overview) or
  • LFML (Local Fire Management Leadership) or
  • M-582 (Fire Program Management, Leading Complex Programs)
  • 90 Day Prior Wildland Firefighting Experience Requirement (resume must show to and from dates and a description of work performed). The Department of the Interior defines wild land firefighting experience as on-the-line wildland firefighting experience gained through containment, control, suppression, or use of wild land fire. This experience can be met by serving in a temporary, seasonal, or equivalent private sector fire position for no less than 90 days. Periods of wildland firefighting experience, gained through militia and rural fire departments, can also be credited, as long as the total amount of this experience equates to at least 90 days. Wildland fire is defined as any non-structure fire that occurs in the wildland. Two distinct types of wildland fire have been defined and include wildfire and prescribed fire: (1) Wildfire - An unplanned ignitions or prescribed fires that are declared wildfires. (2) Prescribed Fire - Planned ignitions. This description includes only fire line experience on a Prescribed Fire; it does not include experience in the planning stages. Prescribed fire experience must be supplemented by fire suppression experience in order to be creditable as previous wildland firefighting experience.
In order to be rated as qualified for this position, we must be able to determine that you meet the qualification requirements - please be sure to include this information in your resume. No assumptions will be made about your experience.

In addition to meeting the education requirement, you must possess one (1) full year of specialized experience at or equivalent to the GS-13 level that is equivalent in difficulty and complexity as indicated by the following examples: fire management including managing inter-agency programs, planning, budget, fuels, emergency telecommunications, prescribed burns, mitigation education, and prevention in such activities as: reviewing complex wild land fire management plans, analyzing and evaluating resources and determining recommendations, evaluating fire programs, plans, and policies, assisting in creating or recommending changes to and implementing policy to fire operations or programs, identifying and developing training, and experience in the management of an elaborate budget. Experience in at least five of the following activities: mobilization and dispatch coordination, fire prevention and education, training, logistics, equipment management and deployment, fire communications, suppression and preparedness, or aviation. Supervising others in fire operations including suppression, extrication, inspection, and training. Education cannot be substituted for any of the experience identified above.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

You must meet all qualification requirements within 30 days of the closing date of the announcement.

Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level.

This is a SECONDARY/Administrative fire position under the special retirement provisions of 5 U.S.C. 8336(c) (CSRS) and 5 U.S.C. 8412(d) (FERS). While secondary positions are not subject to the maximum entry age (MEA) policy, the selectee must have prior service in a primary position and meet the transfer requirement for movement from a primary to secondary position to be eligible for special retirement coverage. It is the responsibility of the applicant to ensure this office has enough information to determine your retirement status to ensure you do not lose benefits(normally through submission of your SF-50). YOU MUST LET US KNOW IF YOU ARE CURRENTLY IN A PRIMARY POSITION.

Physical Demands: The work is primarily sedentary. The job requires intermittent physical exertion such as walking over rough or rocky terrain while inspecting field operations, but it is not on a sustained or regular basis.

Work Environment: The work is usually performed in an office setting. Occasionally, some exposure to discomfort or risk is encountered on field trips such as extreme heat or cold, or exposure to fire situations.

Education

This position has a positive education requirement which requires that you have a degree in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position, or a combination of education and experience---courses equivalent to a major, as shown above, plus appropriate experience or additional education.

Tax Law Impact for PCS: Moving expenses reimbursement is a taxable benefit. However, the Federal Travel Regulation 18-05 issued by General Services Administration has authorized agencies to use the Withholding Tax Allowance and Relocation Income Tax Allowance to pay for "substantially all" of the increased tax liability resulting from the "2018 Tax Cuts and Jobs Act" for certain eligible individuals.

The official worksite for the selectee is the duty station identified in this vacancy announcement. The selectee will typically report to this duty location on a regular and recurring weekly basis. The selectee may be allowed to telework with supervisor approval. Due to COVID-19, the BLM is currently in an expanded telework posture.
