Recruitment Incentive (Sign-on Bonus): Not Authorized
Pay: Competitive salary, annual performance bonus, regular salary increases

Duties include but are not limited to:

PATIENT CARE
a. Play key role in using the capability of the VA clinical information systems to assist practitioners in doing the right things for the right patients at the right time.
b. Ensures adequate support to measurably improve the quality of data and the transfer of clinical information between providers.
c. Ensure valid information is available to the patients and to their health care practitioner.

TECHNOLOGY AND INFORMATICS
a. Evaluate clinical computing systems; analyze and evaluate the effect of interventions on health outcomes.
b. Enable healthcare capabilities and the evolution of technology adjoined to the EHR to deliver quality care by developing, implementing, monitoring, maintaining, and optimizing informatics tools and access to them.
c. Evaluate, document, analyze, prioritize, and recognize requirements for the improvement of the EHR and other systems in collaboration with the end-user.

DATA WAREHOUSE
a. In collaboration with OI&T and CPRS the CHIO will manage all aspects of Iowa City VA Health Care System Data Warehouse including architecture, database structure, reporting services, training and education and utilization.
b. Effectively create, integrate, disseminate, and manage data for all enterprise applications, processes and entities requiring timely and accurate data delivery.

COLLABORATION
a. Coordinate information management support for clinical activities within the medical center by participating collaboratively with staff to design, implement, and evaluate the clinical information systems configuration, and the capabilities that will be used. These activities will include the scholarly endeavors of Iowa City VA Health Care System staff and affiliate trainees.
b. Work closely with the Department of Veterans Affairs' Office of Information and Technology (OI&T), Biomedical engineering, Medical, Nursing, CPRS and other clinical staff.
c. Participate as a liaison between services and committees, teams, and ad hoc work groups.

POLICY DEVELOPMENT AND IMPLEMENTATION
a. Ensure that all local, VISN and national informatics policies are implemented properly and in a timely manner.
b. Ensure clinical input in the development and management of the Veterans Health Administration (VHA) business architecture, which structures and communicates the VHA healthcare business, and includes descriptions of business behaviors, functionality, processes, and the flow of information that is required to achieve VHA's mission.

EDUCATION
a. Maintain high end working knowledge of the electronic health record and the ability to understand a wide range of clinical needs.
b. Coordinate institutional compliance with external accrediting organizations.
c. Ensure employee education/awareness to optimize computer use, initially and on an ongoing basis as it relates to Informatics.

LEADERSHIP
a. Supervise professional and non-professional staff to accomplish the work of the health informatics office.
i. Assure that informatics staff under their supervision are appropriately trained and competent to perform their jobs.
ii. Plan work to be accomplished, set, and adjust short-term priorities, and prepare schedules for completion of work.

Work Schedule: Monday through Friday; 8:00 am to 4:30 pm

Qualifications

To qualify for this position, you must meet the basic requirements as well as any additional requirements (if applicable) listed in the job announcement. Applicants pending the completion of training or license requirements may be referred and tentatively selected but may not be hired until all requirements are met. Currently employed physician(s) in VA who met the requirements for appointment under the previous qualification standard at the time of their initial appointment are deemed to have met the basic requirements of the occupation.

Basic Requirements:

  • United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
  • Degree of doctor of medicine or an equivalent degree resulting from a course of education in medicine or osteopathic medicine. The degree must have been obtained from one of the schools approved by the Department of Veterans Affairs for the year in which the course of study was completed.
  • Current, full and unrestricted license to practice medicine or surgery in a State, Territory, or Commonwealth of the United States, or in the District of Columbia.
  • Residency Training: Physicians must have completed residency training, approved by the Secretary of Veterans Affairs in an accredited core specialty training program leading to eligibility for board certification. (NOTE: VA physicians involved in academic training programs may be required to be board certified for faculty status.) Approved residencies are: (1) Those approved by the Accreditation Council for Graduate Medical Education (ACGME), b) OR
    (2) Those approved by the American Osteopathic Association (AOA),OR
    (3) Other residencies (non-US residency training programs followed by a minimum of five years of verified practice in the United States), which the local Medical Staff Executive Committee deems to have provided the applicant with appropriate professional training and believes has exposed the physician to an appropriate range of patient care experiences.
    Residents currently enrolled in ACGME/AOA accredited residency training programs and who would otherwise meet the basic requirements for appointment are eligible to be appointed as "Physician Resident Providers" (PRPs). PRPs must be fully licensed physicians (i.e., not a training license) and may only be appointed on an intermittent or fee-basis. PRPs are not considered independent practitioners and will not be privileged; rather, they are to have a "scope of practice" that allows them to perform certain restricted duties under supervision. Additionally, surgery residents in gap years may also be appointed as PRPs.
  • Proficiency in spoken and written English.
Preferred Experience:
The CHIO must demonstrate a mastery of:
- Medical knowledge by being a clinician independently licensed in a State, Territory, or the District of Columbia.
- The health care environment, including how business processes influence health care delivery and the flow of data among the major domains of the health care system.
- How information systems and processes enhance or compromise the decision making and actions of health care team members.
- Re-engineering health care processes.
- Fundamental information system concepts, including the life cycle of information systems, the constantly evolving capabilities of information technology and health care, and the technical and non-technical issues surrounding system implementation.
- How clinical information systems impact users and patients, how to support users and how to promote clinical adoption of systems.
- Leading organizational change, fostering collaboration, communicating effectively, and managing large scale projects related to clinical information systems.

In addition, the incumbent will possess excellent interpersonal skills and must be able to present data with effective communication and presentation skills. He/she must have the ability to develop flexible, transferable models for pathways of care, must be a systems thinker with strong organizational skills and experience in matrix management. He/she will possess knowledge of the health care system's Inpatient, Outpatient and Operating Room processes and workflows.

Physical Requirements: The physician should be physically and mentally capable to perform the duties of the position. Physical activities include sitting, standing, walking, reaching above the shoulder, and repeated bending.

Education

Degree of Doctor of Medicine or an equivalent degree resulting from a course of education in allopathic medicine or osteopathic medicine. The degree must have been obtained from an institution whose accreditation was in place for the year in which the course of study was completed. Approved schools are:
  1. Schools of medicine accredited by the Liaison Committee on Medical Education (LCME) for the year in which the degree was granted, or
  2. Schools of osteopathic medicine approved by the Commission on Osteopathic College Accreditation of the American Osteopathic Association for the year in which the degree was granted.
  3. For foreign medical graduates not covered in (1) or (2) above, facility officials must verify with the Educational Commission for Foreign Medical Graduates (ECFMG) that the applicant has met requirements for certification, and must obtain a copy of the ECFMG certificate, if claimed by the applicant. [If the applicant does not claim an ECFMG certificate, facility officials must still confirm that the medical school meets (or met) ECFMG eligibility requirements for the year the candidate graduated.]
NOTE: The Under Secretary of Health or designee in the VHA Central Office may approve the appointment under authority of 38 U.S.C. § 7405 of a physician graduate of a school of medicine not covered above if the candidate is to be assigned to a research, academic, or administrative position with no patient care responsibilities. The appointment will be made only in exceptional circumstances where the candidate's credentials clearly demonstrate high professional attainment or expertise in the specialty area.
