The Project Management and Systems Engineering Division, Project Management Branch is seeking skilled individuals to serve as a Project Manager responsible for managing the technical, cost, risk, and schedule performance of small to medium-scale development and flight projects.
Leads day-to-day activities by identifying, securing, and allocating resources (personnel, equipment, hardware, software, budgeting) to accomplish scientific and engineering work, develops and coordinates work plans, determines and assigns tasks.
Evaluates the design objectives and employs innovative approaches to meet project needs and requirements.
Serves as a trouble-shooter, or consulting engineer, providing technical and project management advice and guidance in developing new procedures, equipment, systems, tools, or in performing the work.
Serves as technical liaison between the Contractor and the Contracting Officer by monitoring the Contractor's performance and delivery of the final products and/or services under the contract.
Monitors contracts for progress, cost control and overall technical performance.
Manages project to the standards outlined in NPR 7120.5 - NASA Program and Project Management Processes and Requirements or equivalent.
Establishes relationships and works with other organizations to meet the project objectives.
Generates, manages, monitors, and controls an integrated master project schedule which is communicated to both the project and management teams.

Qualifications
In addition to the Basic Education Requirement (in the Education section below), to qualify for this position you must meet the requirements below and have one year of specialized experience equivalent to the next lower grade, which has equipped you with the particular competencies needed to successfully perform the duties of the position described above.
To qualify for GS-13, you must have one year of directly related specialized experience equivalent to the GS-12 level in the federal sector:
Applying advanced engineering knowledge and concepts, methods, and processes related to phases of design and development of flight systems, vehicles, and/or payloads (e.g., testing, verification, certification, configuration management and/or sustaining)
Preparing, presenting, and evaluating specifications, designs, reports, or other forms of communication
Providing advice and feedback that is useful in project decision making such as technical, cost and schedule aspects

Education
Basic Education Requirement: You must have successfully completed a bachelor's degree with a major in one of the following:
a) Engineering from a college or university that has ABET accredited engineering programs
b) Physical Science, Mathematics, Life Science or other field of Science
c) Computer Science that included 30 semester hours or 45 quarter hours of course work in any combination of mathematics, statistics and computer science with at least half of those hours in mathematics and statistics courses that included differential and integral calculus.
If you did not complete a qualifying bachelor's degree, you may be eligible if you have obtained a graduate degree in an AST qualifying field, as listed above.
Degrees in engineering technology are not considered qualifying for this position.
