Duties

Help

As the Supervisory IT Specialist (Configuration Manager), you will: 

  • Strategically direct, lead, and plan activities as they relate to OCIO goals from a CM perspective, which include, IT programs, requirements, and IT projects, and for ensuring continual service improvement methodologies work to streamline activities in all CM office functional areas, provides insight to and supports various high-level departmental governance boards, counsels, and committees, including cybersecurity under the jurisdiction of the OCIO, serves as a liaison to advance cross-functional processes that impact business and projects in I&O.
  • Foster, articulate, approve, communicate, and execute the goals and objectives of configuration management within the DOT COE. Communicate complex and non-complex IT issues clearly and concisely to both technical and non-technical audiences.
  • Oversee the daily end-to-end delivery of configuration management services in accordance with the COE CM Plan by leading, directing, supervising, and mentoring, organization federal and contractor configuration, release, change, quality assurance (QA), test, and data managers, as well as CM analysts and specialists.
  • Ensures the integrity of the data in the DOT Configuration Management Database (CMDB); ensures the form, fit, and function of all DOT CIs to include, systems, subsystems, hardware, software, firmware, and documents are controlled, managed, and maintained; ensures the DOT information infrastructure operational baseline is controlled and managed via the change, test, and release processes.
  • Carry out the design and implementation duties and responsibilities of this position independently, exercising leadership and managerial ability in planning, implementing, and evaluating IT alignment and business value across the Department.
  • Interview and select candidates for positions; and recommends appointment, promotion, or reassignment of individuals related in the team. Identify development and training needs of employees and provides or arranges needed development and training. Evaluate work performance of subordinate supervisor, gives advice, counsel, or instruction to employees on both work and administrative matters.
  • Lead, train, and advocate for configuration management and its pillars, (configuration planning and management, configuration identification, status accounting & reporting, configuration control, inventories and audits, and data management) to support receiving, evaluating, and adjudicating changes to the DOT Commodity IT information infrastructure.

The ideal candidate for this position is a seasoned professional, motivated and self-reliant who can share their expertise in the in the planning, development, and implementation of plans, policies and procedures for strategic planning, change management, and business process improvement initiatives in the department with skilled professionals who ensure the safety and fairness of the transportation industry.

CONDITIONS OF EMPLOYMENT:

  • DEU REQUIREMENTS: Applicants selected under delegated examining procedures may be required to successfully complete a one-year probationary period (unless already completed).

Qualifications

To meet the minimum qualifications for this position, you must meet the specialized experience qualifications for the grade at which you are requesting consideration.

To qualify for the GS-15, you must have at least one year of specialized experience equal or equivalent to the GS-14 grade level in the following:

  • Experience leading, developing policy, and implementing continual service improvement methodologies to streamline activities in Configuration Management functional area strategies, concepts and guidelines for the efficient and effective management of an organization-wide IT and customer-support service program.
  • Experience in IT infrastructure, formal change management, and formal configuration management.
  • Experience providing technical configuration guidance to organization managers or executives to document business problems; identify functional requirements and work with IT and development services providers to evaluate and select solutions to address the problems.

In addition, for all positions individuals must have IT-related experience demonstrating each of the four competencies listed below.

Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
  3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
  4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
