This position is being filled under the memorandum from the Under Secretary of Defense for Personnel and Readiness (USD(P&R)) "Expansion of Direct Hire Authority for Certain Personnel of the Department of Defense," dated October 15, 2021.

As a Procurement Analyst at the NH-1102-3 some of your typical work assignments may include:

  • Perform a wide variety of contracting related administrative and operational actions to include organization-wide data calls, external reporting and staffing package actions.
  • Participate in development and progression of initiatives for data analytics, metrics recurring and ad hoc reports, and automation tools.
  • Perform research using the FAR/DFARs/PGI and MDA policy on a variety of topics.
  • Prepare instructional aids, checklists, briefings, and other work products that enable contract execution.
  • Implement innovative technology, software applications, databases, and automated systems to accomplish work and deliver mission support.

  • This is an acquisition position coded Level II in Contracting. Selectee must obtain mandatory DAWIA certification within 24 months of entrance on duty.

Qualifications

You may qualify at the NH-03 broadband level, if you fulfill the following qualifications:

One year of specialized experience equivalent to the NH-02/GS-11 grade level in the Federal service as listed below:

  • Applying acquisition and contracting procedures, requirements, regulations, and policies.
  • Experience with various contract types and acquisition techniques.
  • General experience with data automation, metrics, and data analytics.
  • Demonstrated communications skills in work products and briefings.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

A. A Bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees.
OR
B. A Current civilian personnel in DoD, in any occupational series, who occupied a similar occupational specialty to the GS-1102 while serving in the military on or before September 30, 2000.
OR
C. A Current civilian personnel in DoD, who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours that your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.

COVID19 - To ensure compliance with an applicable preliminary nationwide injunction, which may be supplemented, modified, or vacated, depending on the course of ongoing litigation, the Federal Government will take no action to implement or enforce the COVID-19 vaccination requirement pursuant to Executive Order 14043 on Requiring Coronavirus Disease 2019 Vaccination for Federal Employees. Duty location Dahlgren, Virginia: Position will be filled at NH-03 with a starting salary of $89,834 to $138,868 (includes 31.53% locality), unless statutory/regulatory rates prevail.

Duty location Fort Belvoir, Virginia: Position will be filled at NH-03 with a starting salary of $89,834 to $138,868 (includes 31.53% locality), unless statutory/regulatory rates prevail.

ACQUISITION POSITION: This position requires Acquisition Workforce Level II in Contracting. Certification prior to hiring is not essential but must be accomplished within 24 months after entry into this position.
