Summary

This position is located in the Office of Civil Rights (TCR) within the Federal Transit Administration. The incumbent will serve as a program manager supporting the Director of either TCR-10 or TCR-20 in administering an effective and comprehensive program to communicate civil rights policy and priorities, engage recipients and other stakeholders for civil rights issues, and promote, ensure, and verify recipient compliance with federal civil rights requirements.

Duties

Help

As a Program Manager, you will:

  • Serve as a program manager supporting the Office of Civil Rights in administering effective and comprehensive programs to communicate civil rights policy and priorities; engage recipients and other stakeholders for civil rights issues; and promote, ensure, and verify recipient compliance with federal civil rights requirements.
  • Communicate and present information about these programs in meetings with internal and external stakeholders including elected officials, trade associations, professional organizations, congressional staff, FTA and DOT leadership, and recipient staff.
  • Be responsible for overall management of high-priority programs of a highly technical nature involving public transit operations or policy.
  • Manage compliance-related contracts or task orders, budgets, schedules, and contractor performance.

The Ideal Candidate is a senior level professional who has excellent program management, communication, and analytical skills with knowledge of, and professional experience in, external federal civil rights programs and/or public transit operations or planning.

Qualifications

To meet the minimum qualifications for this position, you must meet the specialized experience qualifications for the grade at which you are requesting consideration.

To qualify for the Grade 14, you must have at least one year of experience equal or equivalent to the GS-13, it must include:

  • Managing a portfolio of programs or projects involving contractors and multiple stakeholders to communicate, carryout, or oversee compliance with policy priorities
  • Conducting independent research and using multiple qualitative and/or qualitative methods to evaluate, analyze, report, and improve program or project performance
  • Developing communication plans, presentations, and/or training content; drafting briefing papers, press releases, talking points, and/or website content; and leading presentations, briefings, and/or trainings for senior officials

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  • Project management
  • Communication
  • Contract management
  • Problem solving
  • Research and analysis
