RELOCATION STATEMENT: If you are a current promotion eligible NCUA employee, your relocation expenses may be authorized in accordance with NCUA's relocation policies if you are moving from a state NOT in the Southern Region states listed below, to a duty station near a major airport in a Southern Region state listed below. Relocation to a contiguous state is excluded.

DUTY STATION STATEMENT: Location is negotiable within commuting distance of a major airport within the continental Southern Region. For NCUA employees currently residing near a major airport in one of the states listed below, your duty station will not change.

For NCUA employees not residing near a major airport in one of the states listed below, relocation and duty station may be negotiable to a location near a major airport. The agency will only approve a relocation to duty stations where there is a clear improved efficiency due to the reduction in travel costs and travel time that result in a cost savings for the agency.

Southern Region states are Alabama, Arkansas, Florida, Georgia, Indiana, Kentucky, Louisiana, Mississippi, North Carolina, Ohio, Oklahoma, South Carolina, Tennessee, and Texas.

As a Credit Union Examiner (Regional Information Systems Officer), the selectee will be responsible for:

  • Identifying potential risks and emerging issues in Information Technology (IT) activities, such as risk management, logical and physical access controls, internal controls, operational controls, network infrastructure security, telecommunication security, application security, member data integrity, confidentiality and availability, business continuity planning and security response, vendor oversight, and recommending appropriate solutions to resolve cyber security issues;
  • Directing, coordinating, and conducting onsite IT examinations of the most complex credit unions, or credit unions with severe cybersecurity issues;
  • Developing, supporting, implementing and monitoring IT examination activities as they relate to credit unions and providing technical support to the region on IT related matters;
  • Serving as the region's technical expert for IT examination issues and providing timely input on IT regulatory issues;
  • Advising regional management and staff on current and future technology trends relating to IT, including Electronic Financial Services (EFS);
  • Representing the region at meetings and conferences involving IT related issues; and
  • Training others on the job, in a classroom or on a conference call.

Qualifications

You must have one full year of specialized experience equivalent to the next lower grade level in federal service. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled.

To qualify at the CU-13 level, you must have one full year of specialized experience equivalent to the CU/GS-12 level in the federal service (obtained in either the public or private sectors). This experience must include the following activities: 1) performing examinations and audits of financial institutions; 2) conducting information technology related training on system use and best practices; 3) identifying potential risks in information systems and cybersecurity; 4) assessing risk management for information systems and cybersecurity; and 5) obtaining management commitments to implement corrective actions.

To qualify at the CU-14 level, you must have one full year of specialized experience equivalent to the CU/GS-13 level in the federal service (obtained in either the public or private sectors). This experience must include the following activities: 1) performing examinations and audits of financial institutions; 2) auditing, assessing, developing or overseeing electronic service and information systems or controls and cybersecurity, including network architecture, components and configurations; 3) developing and communicating complex technical information solutions both orally and in writing; 4) reviewing and assessing independent auditors' reports, vulnerability scanning, patch management procedures and documentation, penetration testing, compliance audits and other IT reports; and 5) serving as an advisor, at the national level, regarding policies and emerging IT related trends, risks, and threats.You must meet all qualification and eligibility requirements by the closing date of this announcement.
