Duties

Help

SSB seeks a self-motivated HR Specialist. This position is eligible for telework -- the AO's telework policy requires reporting to the Thurgood Marshall Federal Judiciary Building at least five days during the two-week payroll period. The primary duties of the HR Specialist position include, but are not limited to:

  1. Providing excellent customer service to HR professionals, Clerks of Court, Chief Probation and Pretrial Officers, Federal Public Defenders Offices (FPDOs), and other executives on complex HR issues related to position classification, position qualifications, compensation setting and management, leave administration, and separations.
  2. Reviewing, analyzing, and processing complex personnel action requests (PARs) submitted by court units and FPDOs to ensure compliance with the Guide to Judiciary Policy.
  3. Overseeing the timely and accurate processing of all types of PARs in the human resources information system (HRMIS) by HR Specialists assigned to their team, ensuring accuracy and timeliness.
  4. Conducting biweekly quality assurance reviews of PARs processed by the HR Specialist assigned to their team and identifying training and other resource needs.
  5. Working collaboratively with SSB staff to ensure all PARs are timely and accurately processed each payroll period, including processing routine and complex PARs as needed.
  6. Conducting evaluations of position descriptions to determine appropriate classification (occupational grouping, title, and grade) and compensation.
  7. Analyzing and resolving complex compensation setting and position qualification issues pursuant to the Court Personnel System and Judiciary Salary Plan.
  8. Creating and delivering internal and external trainings related to SSB's functions and initiatives.
  9. Serving as the lead and technical expert in developing and updating SSB's standard operating procedures.
  10. Evaluating and identifying opportunities for process improvements to SSB's operations and workflows in support of SSB's quality assurance activities and initiatives.
  11. Serving as a subject matter expert on new or proposed policy guidance impacting SSB's operations, working with management to effectively implement.
  12. Exercising sound judgement when elevating matters to the SSB Operations Team Lead or SSB Chief.
  13. Working collaboratively with other AO staff to ensure efficient operations and the provision of excellent customer service.
  14. Consistently displaying professional and respectful behavior when interacting with AO and other Judiciary staff, and members of the public.
  15. Completing special projects and other duties as assigned.

  7. If appointed to a temporary position, management may have the discretion of converting the position to permanent depending upon funding and staffing allocation.

Qualifications

Applicants must have demonstrated experience as listed below. This requirement is according to the AO Classification, Compensation, and Recruitment Systems which include interpretive guidance and reference to the OPM Operating Manual for Qualification Standards for General Schedule Positions.

Specialized Experience: Applicants must have at least one full year (52 weeks) of specialized experience which is in or directly related to the line of work of this position. Specialized experience is demonstrated experience reviewing, analyzing, and processing complex Personnel Action Requests (PARs) submitted by court units and Federal Public Defender Offices to ensure compliance with the Guide to Judiciary Policy.
