Duties

Help

The position is responsible for overseeing and maintaining the Division IT based training resources. Resources include, but are not limited to, Computer Based Training (CBT) aids, classroom training stations, mission system mock-ups, and part-task trainers. 

Being a Coast Guard civilian makes you a valuable member of the Coast Guard team.  Typical work assignments include:

  • Ensuring classroom systems and training devices (Operational Readiness Trainer (ORT) & Minotaur Part-Task-Trainer (PTT) and FLIR Simulators are configured and function properly for each convening.
  • Update training network content files such as publications folder, interactive courseware versions, or electronic forms.
  • Configuring, duplicating, and testing Mission System drives for one-of-three airframe specific (HC-130J, HC-144B and HC-27J) configuration.
  • Transition/maintain training systems to meet DISA level requirements, as directed by FORCECOM and TISCOM IT policies, assessing risk of software updates and/or information assurance (IA) patches in relation to course convening requirements.
  • Coordinate training system software integration changes with instructional system development team to ensure training content adheres with security requirements.

Qualifications

To Qualify for the GS-12 Grade Level: Applicants must have one year of specialized experience equivalent to the GS-11 grade level in the Federal service.  Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.

Examples of specialized experience include: Maintaining Computer Based Training (CBT) aids, classroom training stations, mission system mock-ups, and part-task trainers; performing system updates and troubleshooting and implementing IT based training solutions; conducting analyses of systems and recommending resolutions and developing new methods, approaches and procedures; completing system component integration, testing and evaluation methods and procedures; mitigating security vulnerabilities and risks and improving system reliability. 

In addition, applicants must have IT-related experience demonstrating each of the four competencies listed below:

Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

Recruitment incentives may be authorized.

Recruitment Incentive: Selectee(s) for this position who are newly appointed to a permanent position are authorized to receive a one-time recruitment incentive of 10% of the salary, including locality for this position. Receipt of the bonus will require a 12 month service agreement.

Relocation Incentive:  Selectee(s) for this position who are current federal employees on permanent appointments who would be moving outside of the current commuting area of their current position to accept this position are authorized to receive a one-time relocation bonus of 10% of the salary including locality for this position. Receipt of the bonus will require a 12 month service agreement. The employee must establish a residence in the new geographic area prior to payment.

Student Loan Incentive:  Selectee(s) for this position who are newly appointed to a permanent or term position may be eligible for student loan repayment up to $10,000 (pre-tax) for one calendar year. More than one loan may be repaid if the combined repayments do not exceed $10,000. Receipt of this incentive will require a three year service agreement.

The necessary Knowledge, Skills, and Abilities to perform this job are:

  1. Knowledge of methods and practices for troubleshooting, recovering, adjusting, modifying, and improving various software and servers (Windows, Linux, Unix-based training systems, JAVA, Tomcat, Apache) used within organization.
  2. Skill in communicating, both in writing and in oral presentations, to provide guidance to end users, prepare and present reports and technical recommendations, provide effective documentation, provide division staff training, and participate on functional teams.
  3. Ability to apply analytical processes for planning, design, development, implementation, and administration of new or improved information systems to meet the division’s training requirements.
  4. Knowledge of IT security principles and protocols on equipment utilizing Windows, Linux, and UNIX operating systems.
  5. Skill in analytical reasoning sufficient to participate in individual and team research and problem-solving assignments and to develop written procedures and guidance to be used by other division personnel.
  6. Knowledge of test and evaluation methods and procedures; performance techniques; and systems diagnostic tools and fault identification techniques in order to field new training systems.
