Duties

Help

Major duties include:

  • Lead special projects involving cross-functional technical working groups by providing Greenhouse Gas (GHG), energy, renewables, water, resilience, and sustainability subject matter expertise and project management oversight, facilitates the work of the PBS National Sustainability Council (NSC), and supports PBS Sustainability Governance Board.
  • Provide technical expertise on GHG emission reduction; energy, water, and waste management; renewable energy; resilience; sustainable acquisition; and sustainable buildings and coordinates with key personnel in Central business lines and regions to identify life-cycle cost-effective initiatives that will support achievement of GSA sustainability targets covering GSA's owned and leased portfolio. 
  • Support the development of PBS regional and central office annual updates to GHG Reduction Plans, GSA Sustainability Plan, GSA Climate Change Risk Management Plan, DOE Annual Energy Report, and OMB/CEQ Sustainability Scorecard.
  • Conduct technical analyses of annual goal achievement in GHG emissions, energy, water, waste, renewable energy, resilience, sustainable acquisition, climate risk, and sustainable buildings in support of PBS’ annual sustainability strategic planning at regional and national levels.

**Strong preference for candidates that have an Association of Energy Engineers, Certified Energy Managers (CEM®) or an Energy Management Association, Energy Management Professional (EMP) certification. Strong preference for candidates with sustainability analysis and reporting certificates, such as GRESB and Global Reporting Initiative.

The GS-13 salary range starts at $94,373 per year.  Locality adjusted upon selection.

SPECIALIZED EXPERIENCE:  

You must have one year of specialized experience equivalent to the GS-12 in the Federal service.

Specialized experience is leading GHG emission reduction, energy, water, renewables, and sustainability strategic analysis, planning, and reporting processes to develop a comprehensive sustainability strategy; leading and preparing a Federal agency’s, component's, or equivalent complexity greenhouse inventory and reporting submission of its Department of Energy (DOE) Annual Energy Report (or prior DOE GHG and Sustainability Report); coordinating and preparing a Federal agency's, component's, or equivalent complexity Sustainability Plan; framing, compiling data, and analyzing portfolio GHG, energy, water, renewables, cost, and sustainability performance of real estate operations; providing technical guidance to operational business lines on implementation of sustainability strategies to meet organizational goals; managing projects involving cross-functional teams; coordinating and/or tracking sustainability initiatives and metrics; and facilitating sustainability committees.

How you will be evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

We will use a method called Category Rating to assess your application. Here’s how it will work:

You will be scored on the questions you answer during the application process, which will measure your possession of the following competencies or knowledge, skills, and abilities:

  1. Knowledge of GHG emissions reduction, energy management, and federal high-performance sustainable buildings, sustainability reporting programs, their governing laws, regulations, methodologies and/or policies to provide sound and authoritative technical guidance on all issues related to this program.
  2. Knowledge of GHG emission reduction, energy, water, renewables, and sustainability strategic analysis, planning, and reporting processes to develop a comprehensive sustainability strategy.
  3. Ability to prepare GHG reporting and create or modify Sustainability Program operating guidelines, policies, and long-range plans that apply to employees, projects, and/or operations throughout the organization.
  4. Ability to conduct investigations and studies to formulate and present special reports and formal briefings concerning the status and adequacy of Agency design and construction projects in the sustainability areas.
