Duties

Help
  • Serves as project manager, conducting organizational and process studies and analysis of organizations, functions, and work processes to improve mission effectiveness, efficiency and resource allocation.
  • Exercises judgment as a project manager, reviews and evaluates organization structures and missions by interpreting data, process flow, organization concepts, and line/staff relationships for consistency and logic, to improve efficiencies.
  • Prepares, receives, reviews, integrates and controls a wide variety of data/documents pertinent to the manpower and personnel programs.
  • Serves as a human resources focal point for assigned units responsible for advising commanders, supervisors and managers on appraisals and civilian personnel issues.
  • Provides written reports and/or briefings outlining findings and recommendations, provides persuasive arguments to management while coordinating with activities across multiple organizations and with various stakeholders.
  • Project lead/manager duties will cross utilize other functional areas involving other staff as dictated by the size and scope of the project/study.
  • Provides comprehensive management advisory services on civilian personnel functions, civilian position management, recruiting techniques, classification, pay, etc. for assigned organizations; reviews, coordinates,
  • Monitors Requests for Personnel Action (RPAs) submitted from assigned unit and/or subordinate units.

  • The incumbent of this position will be responsible for managing the PK Performance Management Program for mid-term reviews and annual appraisals for both GS and AcqDemo employees.
  • The incumbent of this position will also manage the PK civilian awards program.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Group Coverage Qualification Standard for Administrative and Management Positions Management and Program Analyst Series, 0343.

SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-02, equivalent to the next lower grade GS-11 or equivalent in other pay systems. Specialized experience is experience includes performing work providing analytical and technical support for human resources and manpower; analytical and evaluative methods and techniques for assessing program development or execution and improving organizational effectiveness and efficiency; application of fact-finding and investigative techniques; oral and written communications; and development of presentations and reports.. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Extensive knowledge and skill in gathering and assembling required information in order to apply analytical and evaluative techniques to the identification, consideration and resolution of issues or problems concerning efficiency and effectiveness of program operations to devise organizational structuring options for complex, diverse organizations.
2. Extensive knowledge of the operations, missions, services, needs and goals of the organizations studied or served.
3. Knowledge of pertinent manpower/personnel laws, regulations, policies, and precedents that effect the use of manpower resources.
4. Knowledge of an extensive body of civilian and military HR rules, procedures and operations sufficient to provide comprehensive advice to management on a variety of issues, interpret regulations and union contracts, monitor and track requests for personnel actions, and ensure forms for civilian pay actions are submitted for in-processing and out-processing employees and comparable actions.
5. Skill in gathering, assembling and analyzing facts; drawing conclusions; devising solutions to problems; identifying changes and trends; and preparing and presenting briefings and reports.
6. Ability to carry out and complete assignments involving work with diverse and dynamic groups by gaining their cooperation with tact, courtesy, diplomacy and moving them towards an ownership of their objective without imposing personal bias.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Tax Law Impact for PCS: On 22-Dec-2017, Public Law 115-97 - the "Tax Cuts and Jobs Act of 2017" suspended qualified moving expense deductions along with the exclusion for employer reimbursements and payments of moving expenses effective 01-Jan-2018 for tax years 2018 through 2025. The law made taxable certain reimbursements and other payments, including driving mileage, airfare and lodging expenses, en-route travel to the new duty station, and temporary storage of those items. The Federal Travel Regulation Bulletin (FTR) 18-05 issued by General Services Administration (GSA) has authorized agencies to use the Withholding Tax Allowance (WTA) and Relocation Income Tax Allowance (RITA) to pay for "substantially all" of the increased tax liability resulting from the "2018 Tax Cuts and Jobs Act" for certain eligible individuals.
