This position reports to the Utah State Office located in Salt Lake City, Utah. At management's discretion this position may be physically located in any BLM State, District, or Field office within the State of Utah.

Duties

Help
  • Coordinates between BLM local, state, and national offices relating to renewable energy development and policy including rights-of-way applications, Environmental Assessments, and Impact Statements.
  • Provides guidance, review, and quality control for the renewable energy program.
  • Provides quality control and technical, operational, and managerial advice to the State Director, Regional Solicitor, and other agency officials, and Districts on renewable energy matters.
  • Reviews proposed federal and state laws and regulations related to assigned programs to determine resource management and economic impacts.
  • Resolves technical or administrative conflicts with State and Federal representatives, special interest groups, and Bureau personnel for assigned programs.
  • Prepares environmental analysis and documentation, federal register notices or other public notifications.
  • Assures compliance with all laws, regulations, standards, and guidance to assure efficiency.
  • Assist team or individual members with training, work techniques, technical or administrative duties to accomplish tasks or projects.
  • Develop financial management components of assigned programs such as setting priorities, prepare final work plans, mid-year reviews, and other program planning.
  • Review program budget, monitor expenditures, and recommend adjustments to modify the annual work plan.
  • Manage cost recovery account for rights-of-way applications.
  • Coordinates litigation including appeals, protests, and lawsuits, associated with decision documents for renewable energy projects.
  • Serves as the technical expert and point of contact for the Districts, State, and Headquarters as well as with the Office of the Solicitor and Department of Justice Attorneys.
  • Prepares, presents, and communicates work related information to management on major work problems and issues.

Qualifications

In addition to the time-in-grade requirements, to qualify at the GS-13 level you must meet the following:
Specialized Experience: You must possess one (1) full year of specialized experience at or equivalent to the GS-12 level that is equivalent in difficulty and complexity as indicated by the following examples: Experience with multiple use resource management planning; being a lead or member of an interdisciplinary team working on renewable energy processes, principles, and practices; coordinate right-of-way applications with district and field offices, reviewing FLPMA and NEPA documents to ensure they read correctly; review of environmental documents to insure compliance with applicable laws and regulations; work with renewable energy issues, controversies, budget and programming along with planning, processional writing, and policy development; and experience with program technical guidance along with monitoring and performing program audits.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level.

Physical Demands: The job involves prolonged hours of sitting at a desk and working on a computer in an office environment. The office work can involve long periods of intense mental concentration and stress. The incumbent is often working under the handicap of tight deadlines established at higher levels. Some travel may be required. Standing and hiking in adverse climate may be required for field work.

Work Environment: The work environment varies from an office setting where the incumbent is in contact with work associates, to a field setting where the incumbent is working in extremely remote, rough terrain and adverse weather conditions. Some work may be held in conference rooms, or temporary quarters. Work schedules can be hectic, involving tight schedules and the coordination and combining of the work of other employees. Incumbent will adhere to all safety rules and regulations as prescribed in manuals/supplements or by the designated Safety Officer.

Tax Law Impact for PCS: Moving expenses reimbursement is a taxable benefit. However, the Federal Travel Regulation 18-05 issued by General Services Administration has authorized agencies to use the Withholding Tax Allowance and Relocation Income Tax Allowance to pay for "substantially all" of the increased tax liability resulting from the "2018 Tax Cuts and Jobs Act" for certain eligible individuals.
