This permanent position is hybrid telework eligible.  It is not eligible for 100% distant/remote telework.

Responsible for the overall management and direction of IT Enterprise Architecture (EA), including strategic and annual planning, budget, workforce planning and management, project planning and management, development of policy, and operational processes. Ensures the work of EA directly supports the mission and goals of OCIO and the Library. Establishes strategic and operational goals; develops, plans and implements strategies to achieve those goals; and is accountable for EA’s overall performance. Serves as COR for contract employees fulfilling services contracts, and for other projects and programs that require outside contractors. Ensures all contracting activities in EA adhere to Library of Congress policy. Sets priorities and directs the work of staff and contractors. Coordinates EA’s work with other OCIO directorates and Library service units. Represents EA at meetings with senior managers in OCIO and the Library of Congress. Writes management studies and reports and delivers formal briefings and presentations on topics and issues within the office’s purview. Manages the technical and financial resources allocated to the EA Office to achieve its goals, and ensures resources are aligned with mission requirements and needs. Identifies aspects of the office’s work that can be supported through the use of outside contracts, and oversees the acquisition and management of those contracts. Ensures contract requirements are met on-time, on-budget, and in accordance with specified terms and conditions.

Establishes and maintains effective working relationships with various high-level individuals, including other legislative and executive agencies, executives of major corporations, and distinguished members of the public. Represents the CIO and IT Governance Director, and the Library in meetings with other Legislative branch agencies or other federal organizations, as well as with managers and leaders within the Library. Collaborates with and advises high-ranking officials such as Library service unit heads, agency heads, congressional staff, state government executives, and executives of comparable private sector organizations.

Serves as the primary agency advisor to both technical and non-technical management to engage their understanding, support, and ability to effectively measure and manage the strategic directions and goals of the Library as achieved through the effective use of technology. Advises on the appropriate use of technology to achieve program goals and objectives. Counsels senior management and staff as to critical problems or opportunities. Serves on inter-agency or other special work groups, task forces, or expert panels critical to the resolution of far-reaching operating issues and problems where information sharing and collaboration and advance the mission of the Library and its partner entities.

Ensures the development, documentation, and implementation of EA, IT planning, and innovation policies, guidelines, and standards. Provides high level technical advice and counsel to senior organization management and other key officials on matters relating to existing, modified or new policies and programs.

Provides administrative and technical supervision relative to the staff supervised. Plans work to be accomplished by subordinates, set and adjust short-term priorities, and prepare schedules for completion of work; Assigns work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees; Observes workers’ performance; demonstrates and conducts work performance critiques. Establishes guidelines and performance expectations for staff and clearly communicates these through the formal employee performance management system. Provides informal feedback and periodically evaluates employee performance. Resolves informal complaints and grievances. Recommends appointment, promotion, or reassignment and develops work improvement plans, recommending personnel actions as necessary.

Qualifications

Applicants must have had progressively responsible experience and training sufficient in scope and quality to furnish them with an acceptable level of the following knowledge, skills, and abilities to perform the duties of the position without more than normal supervision.

Ability to design, and maintain an enterprise architecture program.**

Ability to develop and administer a technology portfolio investment/demand management process that aligns to an organization’s goals and objectives.**

Ability to supervise and manage staff.**

Ability to communicate in writing.

Ability to communicate orally and interact with diverse groups of people.

Although it is the Library's policy to afford the maximum pay benefit to employees when setting rates of pay, a new appointee who has had no previous Federal service will generally be paid at step one of the grade.
