Duties

Help

This position will serve as Training Technician and will be responsible for scheduling Coast Guard members to "C" school training programs to fill budgeted and planned course quotas, while ensuring compliance with Joint Travel Regulations (JTR) and other policies, and validating member prerequisites and eligibility for courses.

Being a CG civilian makes you a valuable member of the CG team. Typical work assignments include:

  • Schedule and issue C-School training orders for Coast Guard Active Duty, Reserve, Civilian, and Auxiliary members to attend Coast Guard hosted, commercial, or other agency training.
  • Manage a "C" school training portfolio that oversees a portion of the total Coast Guard inventory of 8-- C-School courses.
  • Monitoring Coast Guard messaging systems, emails and correspondence to manage course, quota, and order cancellations, substitutions and waiver requests.
  • Communicating and corresponding to issue record communications that are clear and effective.

All qualification requirements must be met by the closing date of the announcement. This includes Time-In-Grade requirements for current status employees applying through merit promotion procedures. Status applicants applying for a promotion must have 52 weeks of service at the next lower grade.

Qualifications

At the GS-07 level: Applicants must have one year of specialized experience equivalent to the GS-05 level in the federal service. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. Specialized experience includes: Updating projections for use of "C" school training quotas based on changes and gained efficiencies; applying knowledge of training program policy to ensure integrity and quality of portfolio information; assisting with development, implementation and execution of existing or future agency training quota procedures, initiatives, systems and databases.

Combining Education and Experience: Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements for the grade level.

1. Knowledge of Coast Guard training policies and requirements, as well as applicable federal, joint or other agency policies (JTR, DoD training policies, etc.) to ensure valid, economical and effective use of training resources, assignment of quotas to personnel, and issuance of training orders.

2. Knowledge of personal contacts to advise, clarify, de­ conflict, and solve potential problems regarding the assignment of members to available training quotas.

3. Knowledge of policy and personal contacts to resolve problems, respond to changes quickly, and ensure economy of training resources.

4. Skills to issue record communications that are clear and effective. Updates projections for Coast Guard use of "C" school training quotas based on changes and gained efficiencies.

5. Knowledge of FORCECOM organization, including the roles and responsibilities of all elements in the annual training cycle.

6. Skill in the use of Direct Access, including Training Administrative System (TAS) or respective Coast Guard systems, Coast Guard Portal or applicable information sharing tool or messaging system, Enterprise Naval Training Reservation System (eNTRS), Army Training Requirements and Resources System (ATRRS), Air Force Oracle Training Administrator System (OTA) and all applicable FORCECOM databases including the Training Quota Management System (TQMS).

7. Ability to communicate with various audiences and individuals using a variety of mechanisms to obtain, clarify or provide technical information and instructions.
