Summary

This position has direct accountability to the Associate Medical Center Director (AMCD) and is responsible for all functions as related to Non-VA medical, inter-facility coordination, Veterans Choice Program and other contract services including financial analysis, supervisory oversight of the Non-VA medical care, provider contract development and contract maintenance, information management, performance of clinical/financial feasibility studies, and support in strategic planning efforts.

Duties include but are not limited to:

  • Supervises a staff of more than 45 employees both clinical and administrative and is directly responsible for developing performance plans, writing proficiencies and evaluating the performance of his/her subordinates.
  • Plan work to be accomplished by subordinates, set and adjust short-term priorities, and prepare schedules for completion of work.
  • Perform oversight for recruitment and serve as Selecting Official for positions within this service.
  • Effectively communicate both orally and in writing with a wide variety of health care providers and outside providers of services and products.
  • Influence managers or other officials to accept and implement findings and recommendations on organizational improvement or program effectiveness.
  • Interacts directly with clinical Staff and clinical leadership regarding Non-VA medical care and contributes to the evaluation of clinical involvement with Non-VA medical care issues.
  • Communicates the provisions of the Veterans Choice Program to current and new community-
  • Demonstrate working knowledge of VA and medical facility systems, requirements, and regulations in various areas such as hospital administration, budget, personnel and procurement.
  • Responsible for budget development and execution for Non-VA Care Coordination Service.
  • Oversee the Contracting Officer Representative's determinations of whether a contractor's performed work meets the adequacy necessary for authorization of payment.
  • Review the accuracy and adequacy of current financial, costing, and managerial reports and is responsible for quality assurance of all statistical reports and related data as they apply to higher level management.
  • Conduct studies that analyze problems of workload, work distribution, workflow, and work controls.
  • Utilize advanced principles and practices related to the management of a medical facility health care delivery system sufficient to recognize the need for improvement to a wide variety of health care management problems.
  • Identify and resolve the full range of management problems and assist in the development of proposed solutions.
  • Prepare study reports and findings that include substantive and innovative recommendations to improve the effectiveness, efficiency, and productivity of medical facility health care programs.
  • Make formal presentations to management officials to propose major modifications and improvements regarding the facility organization structure and functions.
  • Develop special projects and reports which encompass areas related to identifying potential and/or immediate cost savings for the Medical Center, budget analysis, projecting and forecasting, operational and staffing analyses, contracting and provider relations.

Work Schedule: Full-time, Monday-Friday, 7:30 AM and 4:00 PM, based on organizational needs.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement.

Individual Occupational Requirement (IOR): Applicants who meet the Individual Occupational Requirements described below are fully qualified for the specified entry grade and must also meet the specialized experience and/or education requirements. To qualify you must possess one of the following:

Undergraduate and Graduate Education: Major study -- hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration.

OR

Specialized Experience: Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following:

  • Missions, organizations, programs, and requirements of health care delivery systems;
  • Regulations and standards of various regulatory and credentialing groups; and
  • Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement.
OR

Special Provision for In-service Placement: Successful completion of an agency-sponsored on-the-job training program may be substituted for qualifying experience, provided it included a formal individualized training plan. Such a training program must have been conducted in an operating health care system and included:
  • Assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic government administrative policies and requirements;
  • Practical assignments providing an opportunity to apply health system administration skills and principles (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned); and
  • Oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program.

In addition to meeting the above Individual Occupational Requirement (IOR), applicants must also meet the specialized experience relevant to this position

GS-14 grade level: One year of specialized experience (equivalent to the GS-13 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Specialized experience includes:
  • Apply analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of program operations.
  • Experience managing a healthcare referral coordination center.
  • Experience with Healthcare Management to include budget projection, forecasting, financial analysis techniques, staffing and manpower utilization
  • Develop short, mid and long-range programming of a Non-VA medical care program, including development of policies and processes.
  • Communicate effectively in writing and orally with individuals at all levels of the hospital.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Physical Requirements: The work is primarily sedentary. Some travel is required. No other special physical demands are required of this work.

Education

There is no educational substitution for the GS-14 level.
