Duties

Help
  • Provide oversight of the development and initiation of plans for the Insurance Service, approving those that effectively translate into specific benefits program operations and management, while considering resource availability and service quality.
  • Determine current program goals, short and long-range objectives, and plan the transition of the workforce to meet the changing needs.
  • Furnish leadership and guidance to organization's Division Chiefs, management officials and personnel.
  • Perform reviews of program plans, legislative proposals, organizational conformations, technological advances, work simplification methods and information technology initiatives.
  • Coordinate major initiatives with numerous VA, OIT, and other VBA elements on information technology, finance, human resources, procurement, legal and legislative matters, among other topics.
  • Maintain extensive collaboration with other agencies, organizations and private sector companies, including Congress, OMB, Dept of Defense, Dept of the Treasury, Dept of Commerce, the Prudential Insurance Company of America, and others.
  • Build and maintain a positive and active relationship with Veteran Service Organizations.
  • Address Congressional committees or staff, as may be necessitated within your budget or oversight responsibilities.
  • Discuss with the Insurance Executive Director all matters of policy, legislation, or sensitivity related to the program, and recommends revisions or exceptions to policy.
  • Review, approve, or disapprove personnel requirements and allocation of resources in organizations supervised by devising effective, economical organizational structures and functional breakdowns.
  • Confer with or address public and private sector representatives on trending business best practices.

Specialized Experience:

To qualify at the grade level of GS-15: Applicants must have one (1) year of specialized experience equivalent to at least the next lower grade (GS-14) in the federal or other service. Specialized experience is work experience that equipped the applicant with the knowledge, skills and abilities (KSA's) to perform successfully the duties of the position within the organization to filled.
Specialized experience for this position is defined as:
(1) Experience in managing a diverse program where laws, rules, regulations, policies and procedures are followed; (2) Experience with planning, organizing, directing, controlling, reviewing, and applying judgment to tasks; (3) Experience with compiling and analyzing technical and legal information from available sources to make decisions and resolve problems; AND (4) Experience with providing information to various stakeholder groups orally or written.

There is no option for the substitution of education for the specialized experience at the grade level of GS-15.

Note: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge and skills, and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience you document, to include volunteer experience.

Pandemic Telework Program:
Due to COVID-19, the VA is currently in an expanded telework posture. If selected, you may be expected to temporarily telework, even if your home is located outside the local commuting area. Once employees are permitted to return to the office, you will be expected to report to the duty station listed on this announcement within 30 days. At that time, you may be eligible to request to continue to telework depending upon the terms of your organization's telework policy and the duties of the position.

Work Schedule: Regular office hours, Monday - Friday, 8:00 AM - 4:30 PM. Alternate work Schedules may be available.

Physical Requirements: The work is sedentary. Typically, the employee may sit comfortably to do the work. However, there may be some walking; standing; bending; carrying of light items such as papers, books, small parts; driving an automobile, etc. No special physical demands are required to perform the work. Promotion Potential: There is no promotion potential within this position, as it is being filled at the full performance level of (GS-15).

Receiving Service Credit for Earning Annual (Vacation) Leave: Federal employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. VA may offer newly-appointed federal employee's credit for their job-related non-federal experience or active duty uniformed military service. This credited service can be used in determining the rate at which they earn annual leave. Such credit must be requested and approved prior to the appointment date and is not guaranteed.
