Duties

Help

This position is located within the Department of the Interior, Coordination and Review Unit (CRU), Office of Environmental Compliance (OEC), Office of the Regional Director in the Gulf of Mexico OCS Region for the Bureau of Safety and Environmental Enforcement (BSEE).

The OEC has delegated authority and oversight for environmental compliance within the Gulf of Mexico and Atlantic regions. The responsibilities include NEPA compliance, environmental inspections and enforcement, and inter-agency coordination and consultations.

At the full performance level (GS-12) the major duties of this position include, but are not limited to the following:

  1. Serves as an advisor and consultant assisting and supporting the Federal Preservation Officer (FPO) on technical matters related to archaeological resources and historic preservation issues.
  2. Conducts office verification reviews of Post-Activity Submittals (PAS), which may include survey reports, remotely-operated vehicle (ROV) video, as-placed anchor plats, sonar data, monitoring reports, and other requisite documentation submitted by industry to verify/record compliance with mandated environmental standards.
  3. Conducts audits to establish compliance authority, manage data collection, begin primary analyses, and prepare reports on the effectiveness of established mitigation and permit conditions placed on OCS activities.
  4. Coordinates OEC's field verification and monitoring efforts for archaeology projects.
  5. Prepares program related documentation and reports (i.e., Mitigation Effectiveness Reports (MERs), Environmental Inspection Reports (EIRs), and Impact Assessment Reports (IARs), etc.), and assists with the development and/or modification of improved mitigation measures, Conditions of Approval (CoAs), guidance documents, and permit/PAS reviewing procedures via adaptive management with BOEM and BSEE counterparts.
  6. Briefs and defends BSEE programs, policies, and conclusions to other Federal, State, local government, industry or private agencies or persons.
Physical Demands:
The work is mostly sedentary; however, some travel may be required when coordinating with other agencies, academic institutions and industry groups is necessary. Occasional field inspections may require some physical exertion such as periods of standing, climbing stairwells, walking over uneven surfaces, recurring bending, crouching, stooping, stretching, reaching, or similar activities. The work may require specific, but common, physical characteristics and abilities requiring average agility and dexterity.

Work Environment:
The work is conducted in both an office setting and through occasional field visits. Inspections are conducted in an offshore environment, in close proximity to equipment associated with offshore energy operations, which will incorporate the proper level of training and Personal Protective Equipment (PPE), such as hard hat, safety glasses, hearing protection, steel-toe shoes, and/or a personal flotation device (PFD). Conferences/workshop attendance and agency coordination may require travel via commercial aircraft and travel to and from offshore locations can include Government motor vehicles, chartered helicopters, and service vessels.

BSEE has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.

Note: Due to the nature of this position, the incumbent will be required, on occasion, to work after-hours and on weekends and evenings.

(1) Basic Requirements:


A. Education:
1. Degree
that included 3 semester hours each in the following course areas:

  • History of archeology.
  • Archeology of a major geographical area such as North America or Africa.
  • Regional archeology, archeological cultures, or sites in a specific part or portion of a major geographical area to acquire or develop a foundation for regional specialization for professional development.
  • Theory and methods of archeology. Methods include, but are not limited to, typology, classification, sampling, cultural evolution, diffusion, dating, and analytical techniques.
  • Archeological field school, to provide a basic understanding of theoretical and practical approaches to research design implementation, field preservation techniques, and report preparation by participation in actual field work.
-AND-

Six semester hours of related course work in:
  • geography, geology, or cultural geography;
  • history, historiography, or historical archeology;
  • environmental studies;
  • scientific writing (nonfiction English composition); and/or
  • surveying;
-AND-
  • Archeological field school.
2. Related Curriculum: degree in anthropology (with emphasis on ethnology, physical anthropology, or scientific linguistics), history, American studies, or a related discipline may be accepted as satisfying in full the educational requirements, provided the curriculum supplied academic course work sufficiently similar to the requirements in A.1 (including archeological field school).

B. Combination of Education and Experience

College-level education or training that provided knowledge equivalent to that described in A above, plus appropriate technical experience or additional education.

C. Experience
Four years of archeological work experience that demonstrated a thorough knowledge of the fundamental principles and theories of professional archeology. The work experience must have included archeology field experience, which may include that gained in an archeological field school. Field experience should have included a combination of professional experience in archeological survey, excavation, laboratory analysis, and preparation of written materials. Applicants with such field experience should, after additional experience under the direction of a higher grade archeologist, be able to demonstrate the ability to be a crew chief, directing the work of others at a single location as a part of a larger archeological project.

(2) Specialized Experience

To qualify for the GS-12, you must possess at least one full year of specialized experience equivalent to at least the GS-11 grade level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience:
  1. Conducting or supporting consultations under the National Historic Preservation Act (NHPA); AND
  2. Preparing, reviewing, or using surveys or reports to identify submerged and land based cultural or historic resources that could be impacted by proposed activities; AND
  3. Conducting field inspections related to submerged and land based cultural or historic resources.
