Duties

Help

  • Independently manages and performs all aspects of single or multiple engagements or projects to produce timely reports. The incumbent plans, conducts and reports on audit, evaluation, and other work, including non-audit services and administrative tasks, under the general guidance by the AIGA and IG (OIG management).
  • Provides support, including advice, consultations, assistance, and quality assurance tasks for audits, evaluations, and other work (e.g., non-audit services and administrative tasks).
  • Provides vision, direction and focus to the assigned engagement to align audit and evaluation work to accomplish OIG strategic goals and ensure the soundness of engagement/project design and the effective utilization of OIG resources.
  • Implements and monitors engagement or project planning and contributes to the improvement of OIG operations through advanced use of technology and process improvements.
  • Supports accountability, integrity, and reliability by advising OIG management of progress or problems, and representing the OIG in discussions with GAO officials and others, as appropriate; and producing or assisting others to produce clear and logical products that are targeted to the audience in terms of scope and reflect the value of the work done.
  • Proposes audits and evaluations that address risk and stakeholder concerns, including those of OIG management, agency officials, and the Congress.
  • Ensures work is completed in accordance with OIG policies and procedures and Government Auditing Standards or Quality Standards for Inspection and Evaluation.
  • Evaluates the sufficiency and appropriateness of evidence and follows up with GAO officials to close any identified gaps necessary to answer the assignment objective and develop relevant finding elements.
  • Determining whether corrective actions proposed or taken by GAO management are responsive to OIG recommendations associated with the engagement.
  • Updates draft reports to appropriately address comments on draft products from OIG stakeholders and GAO officials.
  • Leads interviews and presentations to GAO management to keep them informed on assignment status and findings as they arise.

Qualifications

Applicants must have at least one year (52 weeks) of specialized experience at the next lower band level, equivalent to the Band PE-22 level, which has equipped the applicant with the skills and knowledge to successfully perform the duties of the position. Specialized experience is defined as experience leading performance audits in accordance with Generally Accepted Government Auditing Standards for the Government Accountability Office, an Office of Inspector General, or another federal audit organization.

  • Skill in communicating orally and in writing to prepare reports, participate in interviews and meetings, and to make presentations.
