Help

Leads a team of analysts and data scientists (federal and contractor staff) to develop self-service tools, models, advanced analytics products, including use of artificial intelligence (AI), machine learning (ML) and automation to empower users. Develops a strategy and leads team in implementing the strategy to bring self-service, interactive access to claims, grants, contracts and/or other program data to managers and staff within OIG.

Leads the team to apply a variety of software development and data science methods to produce analytical solutions and deliver an exceptional customer experience in the context of predictive analytics, prescriptive and descriptive analytics, self-service data and analytics, and decision management driven and informed by OIG analytics. Methods may include data mining, machine learning, predictive modeling, text mining, data visualization, and numerous other advanced analytics approaches.


Ensures the team keeps up to date with latest technology trends, advanced analytics and data science methods through appropriate training, education, and research. Directs, guides and oversees the team's efforts to research emergent data analytics, knowledge management trends, and technology developments from government and industry, and to develop recommendations for improvements to the Department's programs and OIG tools, techniques, practices and approaches. Leads the team's work to expand skills and knowledge of data analytics and data science, and ability to articulate and implement best practices for AI, ML, automation, productization, reusability and modularity across modern data tools.

Assigns tasks; manages budgets; reviews contracting statements of work, contract deliverables, statutes, policies, presentation materials, market research, analytical proposals; engages with managers and staff from OIG components, States, and Federal partners. The incumbent measures performance, and, other management duties to accomplish assignments. The incumbent develops innovative approaches to support the data analysis needs of the OIG, in compliance with federal, state and local laws as applicable.

The incumbent oversees the development of various reports and analyses of data analytics program spending, with recommendations to official staff for maximizing the use of available resources, techniques, and funds.

Plans objectives to be accomplished by subordinate staff. Sets and adjusts long-term priorities and prepares schedules for completion. Assigns work based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees. Finds ways to improve production or increase the quality of the work directed. Identifies and implements ways to eliminate or reduce significant bottlenecks and barriers to production, promote team building, or improve business practices. Makes decisions on work problems presented by subordinate team leaders or other staff.

Provides authoritative expert advice to both higher-level management and OIG staff on the development and interpretation of data analysis policy, procedures and regulations related to ongoing trends and issues in the public and private sectors. Provides guidance, advice, and expertise in proposing effective data analysis solutions to enable the OIG to carry out its mission and maximize effective use of resources.

Represents OIG, as directed by higher level managers, at conferences, meetings, and seminars with other Government agencies and at professional organizations where matters presented impact on OIG.

Applicants must have 1 year of specialized experience equivalent to the next lower grade level in the Federal service which provided the applicant with the knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following:

Experience leading a team of analysts and/or data scientists to:
  1. Provide data extracts and ad-hoc analysis for customers;
  2. Develop self-service tools, models, advanced analytics products, and automation to empower users;
  3. Engage with managers to identify data needs and produce analytical solutions which supports the needs of the organization;
  4. Identify opportunities to enhance existing self-service tools with artificial intelligence, machine learning, and advanced analytics techniques; and
  5. Present analytic findings and results to managers and external customers.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Your resume should include the dates of all qualifying experience (from month/year to month/year) and the number of hours worked/volunteered per week.

Recruitment Incentives: Payment for relocation expenses are not authorized for this position. A recruitment bonus will not be offered. Repayment of student loans may be offered. Private sector work experience may be approved as credit for your Annual Leave accrual.
