Duties

Help

As a basic requirement, applicants must demonstrate progressively responsible leadership experience that is indicative of senior level managerial capability and directly related to the skills and abilities outlined under Mandatory Technical Qualifications (MTQs) below. Typically, experience of this nature will have been gained at or above the GS-14/15 grade level in the Federal service or its equivalent with state or local government, the private sector, or nongovernmental organizations. Failure to meet basic qualification requirements and all mandatory technical qualifications listed automatically disqualifies an applicant.

Specific Duties

The incumbent carries out the following specific responsibilities:

  1. Provides thought leadership and strategic direction for Office of the Secretary (OS) information technology (IT) operations, including infrastructure and architecture, applications development, reengineering business processes, networks, sourcing alternatives, and computer and auxiliary operations and support.
  2. Leads the bureau's Federal Information Technology Acquisition Reform Act (FITARA) implementation, which seeks to strengthen authority over information management and technology (IMT) and supports the implementation of the DOI-wide FITARA plan.
  3. Partners with program and OS leadership to define technology strategy in support of their mission objectives and operational strategy and to facilitate delivery thereof.
  4. Builds relationships and creates synergies across the enterprise to enable cost effective and innovative shared technology, resources, and solutions.
  5. Develops the OS's annual IT operating plan for OS-wide IT spending and develops the annual expense and capital expenditure budget for IMT.
  6. Serves on the Office of the Assistant Secretary - Policy, Management and Budget's leadership team to ensure integration with mission priorities. Coordinates bureau IMT governance in accordance with bureau IMT consolidation plans.
  7. Exercises delegated authority to guide and implement IMT strategy throughout the OS.
  8. Manages the OS IT budget and oversees and advises on spending on IT throughout the bureau to ensure alignment with Chief Information Officer's priorities and consistency with overall strategic objectives, mission and program needs, and Secretarial priorities.
  9. Ensures compliance with the Department of the Interior (Department's) policies, procedures, and plans related to records, privacy, and Freedom of Information Act throughout the OS. Oversees and ensures the effectiveness of these programs throughout the OS.
  10. Provides Department and bureau-level leadership on issues of information security policy, procedures, and plans.
  11. Stays current in new technologies and platforms; identifies emerging technologies for adoption, integration and introduction within the Department to ensure IT capabilities respond to the needs of the enterprise's mission objective while minimizing duplication.
  12. Drives innovation and creative solutions to business challenges.
  13. Serves on, as assigned, Departmental planning and policy-making committees; supports the development of Department-wide technology standards, governance processes and performance metrics to ensure IT delivers value to the enterprise.

Qualifications

This evaluation will determine which applicants are best qualified. Total background, including experience, education, awards, self-development, and training will be reviewed. This information will be obtained from the application package, including the required Mandatory Technical Qualification narrative statement(s) described above and listed below:

  1. Demonstrated success ensuring that IT assets, and all associated technology, applications, systems, infrastructure, and processes are adequately protected and that system security risks are viewed from an enterprise perspective. Demonstrated ability to oversee and direct comprehensive security risk management, compliance, and internal control programs.
  2. Demonstrated experience overseeing organization-wide IT portfolio management to ensure that all IT investments align with the organization's mission and support business needs while minimizing risks and maximizing returns throughout the investment lifecycle. Ensures an integrated approach which enables annual IT budget development and provides alignment between strategic planning, capital planning, budget and acquisition.
  3. Demonstrated ability to plan and execute effective IT strategies resulting in measurable efficiencies and improved services; applying IT in solving business problems and responding to customer needs; evolving in a rapidly changing environment and anticipating organizational challenges and changes in technology; negotiating project and resource demand with business partners; and managing priorities judiciously. Possesses the ability to manage, lead, and maintain customer engagement - across large, complex, geographically dispersed IT environments with varied customers, clients, and stakeholders.

There is no positive education requirement for this position.

Additional information

The applicant selected for this position will be required to file a Financial Disclosure Report, SF-278, and the supplemental form, Confidential Statement of Employment and Financial Interest, DI-278. All forms must be filed within 30 days after the selection for this position.

The sensitivity level of the position requires completion of a successful background investigation of the selectee. Prior to appointment, applicants tentatively selected for this position may be required to submit to urinalysis to screen for illegal drug use.
