Agencies consistently identify hiring challenges as one of the top obstacles to achieving their mission. OPM's new Hiring Experience Group (HX) will have a sustained focus on improving hiring outcomes by working with agencies and their newly formed Talent Teams. As the HX Program Manager, you will provide leadership and guidance on Government-wide strategies, policies, and operational practices in this space with a focus on agile delivery and human centered design to improve the hiring experience for applicants, hiring managers, and HR professionals. Working across policy, technology, and operational groups, you will will drive improvements to recruitment, assessments, and pooled hiring efforts leading to better hiring outcomes across Government.

In this position you would perform the following duties:

  • Develop program direction, work plans, priorities, goals, advice and operating procedures for the Hiring Experience Group (HX).
  • Foster innovation and creative solutions in the Human Resources space.
  • Provide governmentwide guidance, support, training, and leadership to Federal Talent Teams regarding initiatives that focus on improved hiring outcomes.
  • Work with key stakeholders to identify opportunities and gaps in hiring practices and develop strategies to address them.
  • Serve as Program Director and key advisor to the Principal Deputy Associate Director of Employee Services on a wide variety of hiring assessment and program issues.

Qualifications

You must have at least one year of specialized experience at the GS-14 grade level (or private sector equivalent) demonstrating accomplishment of the duties and competencies described below. One year of specialized experience is equivalent to 12 months at 40 hours per week. If your position was not full time, you must indicate the number of hours worked per week.

Strategic Implementation- Experience developing high level strategy, knowing the stakeholders to include and when, and prioritizing implementation activity for high profile projects that work across policy, operations, and technology silos while anticipating and addressing potential threats to continuous delivery.

Project Management- Experience managing, prioritizing and evaluating large-scale cross-organizational projects, ensuring projects are properly resourced and remain on time, in scope, and within budget.

Effective Writing- Independently writes and edits materials with minimal or no guidance, selecting appropriate written formats, producing content that is grammatically correct, technically sound and appropriate for intended audience.

Hiring Expertise- Provides HR Guidance in the implementation and adoption of complex selection and assessment strategies at scale to improve hiring outcomes.

USA Hire Supervisory Assessment: Applicants will be required to complete a USA Hire assessment. This assessment is online and measures the following supervisory-related competencies: Developing Others, Strategic Thinking, Accountability, and Interpersonal Skills. You will not be considered for the position if you score below the cut score or fail to complete the USA Hire assessment.

Resume review: The first three (3) pages of your resume will be reviewed to determine your technical qualifications related to Project Management and Hiring Expertise. Applicants found to meet the requirements will be eligible to proceed to the work sample assessment.

Work Sample Assessment: Candidates found qualified by the resume review will be asked to submit a work sample. The work sample assessment will be used to determine your qualifications for the innovation, resilience, and writing competencies. Only applicants who meet the requirement will be eligible to proceed.

Qualifying interviews: Candidates who pass the Work Sample Assessment will complete a phone interview to further assess whether their experience meets the Influencing Change and Strategic Implementation Competencies. Only applicants who meet the requirement will be eligible to proceed.

For Category Rating: At the conclusion of the assessment process, qualified candidates will be placed into one of two categories. Qualified and Best Qualified.

Qualified Category = Meets the basic qualifications requirements described in the "Qualifications" section of this announcement and demonstrates proficiency in the Competencies. (This category must be met to be considered under ICTAP procedures)

Best Qualified Category = Meets the basic qualifications requirements described in the "Qualifications" section of this announcement and excels in the Competencies.
