This Human Resources (HR) Specialist (Retirement) position is in the Department of Transportation (DOT), Office of Inspector General (OIG), Office of Human Resources (OHR). If selected for this position, you will be serving as a Retirement Specialist and primary point of contact. Typical duties include, but are not limited to:

  • Provide employees and managers with interpretations of OIG's benefits procedures, practices, policies, and guidelines when the issues involved are new, highly controversial, precedent setting, and/or involve more than one area of Human Resources Policy.
  • Research and analyze retirement and benefits laws, regulations and OPM guidelines to address employee inquiries regarding complex and escalated issues.
  • Serve as a retirement counselor for employees and processing voluntary and disability retirement application packages to include those covered under the special retirement provisions for law enforcement officers and general schedule federal employees.
  • Review, interpret, and distribute informative material regarding new, changed, and emerging policy changes that impact existing benefit program entitlements.
  • Review and develop new or proposed employee benefits policies, procedures, and guidelines for OIG use when the issues under consideration have no applicable precedent or are highly controversial.

Qualifications

GS-13

To qualify for the (GS-13), you must have one year of specialized experience at the GS-12 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the knowledge, skills, and abilities to successfully perform the duties of the position. 

Specialized experience is defined as: Applying Federal laws, regulations and OPM guidelines related to employee benefits and retirements (e.g., Title 5 U.S.C., Title 5 CFR) in order to respond to inquiries and escalated issues; analyzing and reconciling discrepancies or inconsistencies on benefits and creditable retirement service; advising on the full range of employee benefit programs including retirement and insurances; developing and presenting retirement and benefit informational materials for communication to managers and employees.

To qualify for the (GS-14), you must have one year of specialized experience at the GS-13 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the knowledge, skills, and abilities to successfully perform the duties of the position. 

Specialized experience is defined as: Applying Federal laws, regulations and OPM guidelines related to employee benefits and retirements (e.g., Title 5 U.S.C., Title 5 CFR) in order to respond to inquiries and escalated issues; serving as a technical expert for retirement and benefits programs; providing employees or their survivors with guidance to solve complex benefits issues; analyzing complex cases related to Federal benefits and retirement programs to providing recommendations; advising managers and top-level officials on new HR policies and best practices for implementation; and developing standards/policies/procedures for new HR benefits programs.

For all positions, individuals must demonstrate they have experience in each of the four competencies listed below. 

  1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
  2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
  3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
  4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
