Summary

This position is located in the Office of Academy Financial Management, Office of the Deputy Superintendent, United States Merchant Marine Academy, Maritime Administration (MARAD).

This position is established to serve as USMMA Program Performance Analyst and Internal Control Officer (ICO) for financial programs and operations, assisting the Office Director with efforts developing, analyzing, evaluating, and improving the efficiency and effectiveness of USMMA financial management.

The Financial Management Analyst:

  • Assists in the analysis and evaluation of USMMA operating and administrative support programs, performance measures, and initiatives to guide the effective accomplishment of current and future objectives, outcomes, and leadership priorities.
  • Supports financial management improvement and corrective actions, including coordination of USMMA actions remediating audit recommendations and identified program/process deficiencies.
  • Communicates orally, and presents briefings, reports, memoranda, and letters, including background analyses and visual aids to fulfill the requirements of the office’s missions, to assist top management decision-making. 
  • Articulates concepts in oral and written form demonstrating sound knowledge of the subject matter.

The ideal candidate will have experience and working knowledge of managing a program budget; tracking expenditures, monitoring costs, identifying and reconciling discrepancies with advanced competencies in developing/ maintaining spreadsheets to support analysis aimed at the efficient and effective use of budget resources in support of the Academy.

Qualifications

To meet the minimum qualifications for this position, you must meet either the education or specialized experience requirements.

To qualify for the GS-07 on Experience, you must have at least one year of experience equal or equivalent to the GS-05 it must include:

  • Experience with administering budget functions for financial operations and/or customer reimbursable programs. 
  • Experience in providing analysis, validation, processing and correction of financial transactions involving a full range of financial management services and accounting functions. 

Highly Desirable:

  • The qualified candidate is proficient with the formulation of an organizations budget and competent in report preparation, monitoring financial status of projects, expenses and obligations.  Skillful in communication, follows directions, reads, retains, and understands a variety of instructions, regulations, policies and procedures.
  • The qualified candidate displays the ability to process and monitor travel financial transactions in the E2 Travel system, to ensure accuracy, completion, and successful recording and processing of Midshipman, Faculty, and Staff government travel in compliance with Government Travel Regulations and USMMA Travel Standard Operating Procedures and Policy. 
  • The qualified candidate is knowledgeable of inter-related systems and processes across multiple functional areas and interoperability of DOT systems, to ensure the validity and accuracy of all accounts payable, accounts receivables, credit card transactions, travel card transactions, purchase requests’ and purchase orders in full support of the Academy.

To qualify for the GS-07 on Education alone, you must have:

  • 1 year of graduate-level education OR superior academic achievement.
  • **Superior Academic Achievement is based on (1) class standing, (2) grade-point average, or (3) honor society membership.
    1. Class standing -- Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses.
    2. Grade-point average (G.P.A.) -- Applicants must have a grade-point average of: 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on their official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum.

You can also qualify based on a combination of graduate level education and experience. This must be fully supported by your resume and transcripts, provided with your application.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  • Financial Analysis: Understanding of financial management by providing training in the analytical evaluative aspects of the work and in the appropriate use of such methods and techniques as qualitative and quantitative financial analysis.
  • Internal Control: Uses internal control concepts and methodologies, especially as they relate to an institution of higher education, and/or non-appropriated funding instrumentalities (NAFIs) of the federal government.
  • Oral & Written Communication: Skill in verbal and written communications sufficient to guide aspects of DOT, MARAD and other Federal agencies policy and objectives.

ADDITIONAL CONDITIONS OF EMPLOYMENT:

  • This is a Bargaining unit position represented by AFGE, local 2116.

REMOTE WORK: This position may be eligible for Remote Work.  Remote work is an arrangement in which an employee works at an alternative worksite (e.g., from home) and is not expected to report to the office to work. Remote work location will be determined upon/after selection and may affect locality pay. If selected as a remote work position, must have access to high speed internet and cell phone service meeting current Agency standards from the approved work location within the Contiguous United State and sign a remote work agreement.  The difference in salary is determined by the locality pay in each location. TELEWORK ELIGIBILITY:  Telework availability will be based upon the mission requirements and supervisory determination.  If approved for occasional telework, you will be required to report to the office on a regular basis. The number of telework days approved is determined by the agency policy, emergency situations, the approval of your immediate supervisor, and if applicable, approval of additional officials.
