Duties

Help

DUTY 1: Plans and develops methods, procedures, policies, and techniques governing Air Force-wide decisions on electromagnetic spectrum dependent telecommunication systems.

DUTY 2: Participates and serves as the AF representative on various military and federal government discussions, meetings, committees or special projects on various AF spectrum dependent systems, presents briefings and prepares recommendations.

DUTY 3: Provides subject matter expertise in technical and procedural spectrum guidance to AF Major Commands (MAJCOMs)\Field Commands, AF components, and Combatant Commands regarding the authorized use of the electromagnetic spectrum (allocations and assignments), radio wave propagation, characteristics, and electromagnetic capability, with regard to national guidance as mandated by the National Telecommunications and
Information Administration (NTIA), Department of Commerce, in matters pertaining to support of AF operations within the United States and its Possessions (US&P).

DUTY 4: Implements electromagnetic spectrum telecommunication programs and special projects.

  • This position has been designated as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Employee must pass initial and periodic short notice drug testing.
  • The employee may be required to travel in military and/or commercial aircraft to perform temporary duty assignments.
  • Key: The duties of this position meets all requirements as a category 4 designation,
  • AND shall not be vacated during a national emergency or mobilization without seriously impairing the capability of the parent Federal Agency or office to function effectively.
  • This position must be removed from the Ready Reserve and CAN NOT become a member of the Ready Reserve (IAW: DoDD 1200.7, "Screening the Ready Reserve").
  • The employee may be required to work other than normal duty hours, which may include evenings, weekends and/or holidays. Overtime and/or emergency overtime may be required. A recall to duty may be required.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.

This is a GG-13 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-13 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-13 level. The selectee's salary will be set within the 13 grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.

BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT:

Undergraduate and Graduate Education: Major study -- electrical or electronic engineering, mathematics, physics, public utilities, statistics, computer science, telecommunications management, information systems management, business administration, industrial management, or other fields related to the position to be filled.

Other Education: Communications/electronics or automatic data processing training in technical institutes or business schools above the high school level or in Armed Forces schools that included advanced instruction in addition to basic courses, may be substituted for general experience on a month-for-month basis.

OR

Experience in evaluating, analyzing, developing, managing, or improving communications systems, procedures, and requirements that demonstrated knowledge of current developments and trends in communications concepts and technology.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

SPECIALIZED EXPERIENCE: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: Experience in evaluating, analyzing, developing, managing, or improving electromagnetic spectrum telecommunication systems, procedures, and requirements that demonstrated knowledge of current developments and trends in communications concepts and technology. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. In-depth knowledge of a wide range of electromagnetic spectrum telecommunications theories, concepts, principles, and practices, procedures, policies, standards, operational requirements; and of operational and performance characteristics of telecommunications to develop procedures/policies/practices for Air Force wide use.

2. In-depth knowledge of performance characteristic electromagnetic spectrum telecommunications equipment, systems, services, and transmission media to evaluate new devices, proposals, and approaches.

3. Knowledge of national and international policies, directives and other regulatory doctrine that governs federal and non-federal spectrum licensing, certification, and use.

4. Skill to communicate effectively both orally and in writing to identify, direct, or coordinate actions required in providing needed service.

5. Skill to analyze/apply specialized communication methods and analytical techniques involving electromagnetic spectrum dependent telecommunication systems (e.g., systems compatibility, electronic warfare (EW), Identification, Friend or Foe (IFF), satellite communications (SATCOM), Land Mobile Radio (LMR), High Altitude Electromagnetic Pulse (HEMP) and EW threat emitters).

6. Skill to research patterns to develop new methods, criteria, or proposed new electromagnetic spectrum telecommunications policies and procedures.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
