Duties

Help

As a Health Scientist Administrator, you will be responsible of planning, developing, and implementing intramural and extramural activities that impact research training activities and programs, and support the development, management and enhancement of research training programs.

Specifically, you will:

  • Serve as a Project Officer to training grants.
  • Manage an extensive research training portfolio which includes a mixture of grants mechanisms such as institutional and individual fellowship awards, dissertation grants, conference grants, and career development awards.
  • Provide technical assistance to applicants and grantees, managing grants applications and existing grants from award to termination.
  • Carry out program responsibilities required to sustain the overall extramural health services research training program which includes planning for new solicitations, updating ongoing solicitations, developing and updating information monitoring systems on specific training activities, etc.
  • Review areas in which new or updated program announcements or requests for applications should be developed.
  • Plan, manage and conducts evaluation activities.
  • Represents the Division, Office and Agency on inter-agency and intra-agency committees, panels, and work groups.

OPM EDUCATION REQUIREMENTS:

You must have a Bachelor's or graduate degree with major study in an academic field related to the medical field, health sciences or allied sciences appropriate to the work of the position being advertised. This degree must be from an educational program from an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained.

You must provide a copy of your unofficial transcripts that verify that you meet this education requirement by the closing date of this announcement. A copy of a diploma is not acceptable as verification.

MINIMUM QUALIFICATION REQUIREMENTS are defined as qualifications that an applicant must possess, at a minimum, to be eligible to participate in an assessment for hire or promotion under the competitive system, e.g., education, experience, and/or other requirements (e.g., licensure). Applicants who do not meet the minimum qualification requirements for the position receive no further consideration.

In addition to the OPM Education requirements, to qualify for this position at the GS-14 level, your resume must clearly demonstrate that you have one full year of the minimum qualifying experience comparable in difficulty and responsibility to at least the GS-13 level in the federal service.

Examples of the minimum qualifying experience equal to the GS-13 level include the following types of tasks performed on a regular and recurring basis:

  • Serving as a program official on research training grants and providing grants-related technical assistance and services, such as planning and developing notice of funding opportunities, and providing advice to grantees on areas for improvement.
AND
  • Managing researching training portfolios at the institutional and individual level related to various types of awards.

Experience refers to paid and unpaid experience, including volunteer work done through National Service Programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.

RESEARCH PROJECT MANAGEMENT - Applies principles, methods, or tools for developing, scheduling, coordinating, monitoring, evaluating, and managing research and/or scientific projects and resources, including technical performance.

TRAINING ESSENTIALS - Identifies functional training needs and plans, develops, delivers and manages training courses and programs.

GRANTS MANAGEMENT AND ADMINISTRATION - Acquires and applies critical financial concepts and practices, based upon a thorough understanding of the Federal Government, to administer grants and cooperative agreements in accordance with organizational needs and deadlines.

EVALUATION - The structured process of reviewing, analyzing, or interpreting information and giving meaning or value to that information, based on the predicted or actual impact of results on established goals and objectives.

Education

This position has an education requirement.
