This position is located in the Center for Learning, Literacy and Engagement (CLLE). CLLE brings the Library’s collections to life and deepens impact through educational and cultural programming, visitor engagement, and partnerships transforming visitors into regular users of the Library. CLLE is directly responsible for the following offices: Literary Initiatives, Professional Learning and Outreach Initiatives, Library Events, Signature Programs, and Visitor Engagement.

The position serves as the Chief Program Administrator who oversees centralized administrative and program staff for the directorate and works in partnership with the Director of CLLE to implement decisions and build systems and infrastructure to help the Center build a foundation and pathway for success. This position is responsible for overseeing and administering the work of the Director of CLLE’s Office; managing CLLE-wide
projects and programs, conducting research and analysis, providing budget oversight, managing contracts, creating presentations and writing reports. The incumbent reports directly to the Director of CLLE.

Serves on the CLLE leadership team. Provides administrative and technical supervision relative to the staff supervised. Plans work to be accomplished by subordinates, sets and adjusts short-term priorities, and prepares schedules for completion of work. Assigns work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees. Observes workers’ performance; demonstrates and conducts work performance critiques. Establishes guidelines and performance expectations for staff and clearly communicates these through the formal employee performance management system. Provides informal feedback and periodically evaluates employee performance. 

In conjunction with the Director of CLLE, contributes to the formulation of annual and longer-term strategic directional plan for the CLLE, including the development of goals and objectives that will enable the CLLE to accomplish its mission and bridge the gap between the present and future organizational requirements. Actively participates in the planning and budgeting process, and assesses performance improvement initiatives. Oversees the broader budget process on behalf of the Director of CLLE, as needed. Recommends viable strategies for implementing sustainable organizational change. Works with the Director of CLLE to implement organizational decisions and to build systems and infrastructure to enable the Center to build a foundation for success. Participates in developing strategies for implementing and tracking CLLE priorities and objectives. Communicates to the Director of CLE and other managers when adjustments or changes in objectives or shifts in priorities have occurred. 

Performs research and analysis tasks related to complex operational processes and systems of the major programs of CLLE. The scope of the assessments may encompass large portions or the entirety of programs, or they may be limited to narrow aspects.

Designs, recommends and develops databased assessment plans and/or research methodologies that include guidance on the data to be collected and analyzed and the performance targets to be met. Expresses goals in measurable form that will allow assessment of goal achievement. Provides data analysis, databased assessment and related reports to support the work performed by various specialists, contractors and others. The purpose of this analysis and assessment is to identify strengths and weaknesses in CLLE processes.

Independently drafts memos, correspondence, report, presentation materials and other complex analytical document. Coordinates with or leads others to integrate analysis and findings into reports and other public presentation documents. Ensures the strategic objectives conform to measurement standards and provides assistance to senior management in the preparation of the risk assessment and mediation plans, corrective action plans and related reports.

Consults with all levels of management and staff inside and outside of the service unit. Works closely with the Director of CLLE, managers and staff to ensure concerns are met. Conducts briefings and presentations to managers and staff inside and outside the Library regarding program matters. Serves on committees, task forces, etc., which have been assigned responsibility for related projects or tasks.

The incumbent of this position will work a flextime work schedule.

This is a supervisory, non-bargaining unit position.

Applicants must have had progressively responsible experience and training sufficient in scope and quality to furnish them with an acceptable level of the following knowledge, skills, and abilities to perform the duties of the position without more than normal supervision.

Although it is the Library's policy to afford the maximum pay benefit to employees when setting rates of pay, a new appointee who has had no previous Federal service will generally be paid at step one of the grade.
