Summary

This position is located in the U.S. Department of Agriculture's Office of the Chief Economist (OCE). The incumbent serves as a policy analyst, contributing to the work of the USDA Food Loss and Waste Reduction Liaison (FLW Reduction Liaison) as described in Section 12504-224 of the Agriculture Improvement Act of 2018 (the 2018 Farm Bill) established under 7 USC 6924.

Duties

Help
  • Serves as a policy analyst for research and analysis on the development and evaluation of policy options of related to food loss and waste reduction efforts.
  • Responsible for analyzing, supporting and promoting Federal programs to measure and reduce the incidence of food loss and waste and increase food recovery.
  • Conducts technical reviews and/or forms technical working groups capable of providing full resolution of complex policy formulation issues related to agricultural policy in food loss and waste reduction.
  • Analyzes new or proposed legislation or regulations to determine impact to food loss and waste reduction efforts or related program operations.
  • Assists USDA Food Loss and Waste Liaison in the coordination and management of the food loss and waste reduction efforts within USDA and with other Federal agencies.
  • Works closely with the Food Loss and Waste Liaison to identify the overall scope of the work to ensure consistency with the needs of OCE and other USDA agencies and to determine long-run and short-run priorities.
  • Serves as an internal USDA contact on cross-agency issues concerning food loss and waste.

Qualifications

Specialized Experience: Applicants must meet the Specialized Experience requirements as shown below. Your application or resume must clearly show that you possess the specialized experience requirements.

At the GS-12 level: One year of specialized experience, equivalent to the GS-11 level in the Federal service or equivalent responsibility in the private sector/pay systems that has equipped the candidate with the particular competencies to successfully perform as a Food Loss and Waste Liaison. For this position, specialized experience is experience performing analytical planning and policy efforts related to food loss and waste reduction, and participating in the development, coordination and implementation of food loss and waste outreach and initiatives.

At the GS-13 level: One year of specialized experience, equivalent to the GS-12 level in the Federal service or equivalent responsibility in the private sector/pay systems that has equipped the candidate with the particular competencies to successfully perform as a Food Loss and Waste Liaison. For this position, specialized experience is experience performing extensive analytical planning and policy efforts related to food loss and waste reduction; participating in the development, coordination and implementation of food loss and waste outreach and initiatives; and publishing relevant reports and analyses to provide guidance on complex policy issues, communicate objectives, and exchange information pertaining to food loss and waste.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Additional information

This is a TERM appointment, not to exceed 4 years. A TERM appointment is a non-status appointment in the competitive service, made for a specific period of time exceeding 1 year and lasting not more than 4 years. (Agencies may extend appointments made for more than 1 year but less than 4 years up to the 4-year limit in increments determined by the agency.)

Appointment to this position will not convey permanent status in the Federal service. The appointment will end automatically on the expiration of the term appointment unless the employee has been separated earlier.

This position may be eligible to telework up to four days per week, based upon the duties of the position. This position may also be eligible for flexible work arrangements as determined by agency policy and any applicable collective bargaining agreements.

Applications will be evaluated in accordance with Office of Personnel Management's (OPM) Delegated Examining Procedures and USDA policy using category rating. Applicants who meet basic minimum qualifications will be placed in one of three categories: Best Qualified, Well Qualified, or Qualified. Within these categories, applicants eligible for veteran's preference will receive selection priority over non-veterans.
