The following are the duties of this position at the full working level. If this vacancy includes more than one grade and you are selected at a lower grade level, you will have the opportunity to learn to perform these duties and receive training to help you grow in this position.


MAJOR DUTIES:

  • Working with the OFE personnel, SB/SE Compliance employees, Counsel and Appeals and other business unit/functions (including Criminal Investigation, LB&I, TEGE, and W &I), this position provides continuing analysis for the technical issues and a central point of information and contact Service-wide. As an expert in collection fraud issues and emerging threats, makes recommendations for development of new tax laws affecting technical areas. Formulates and prepares final reports on coordinated issues and other significant, high-impact, or unique issues.
  • Reviews and analyzes information and data from the Compliance Data Warehouse, Compliance systems, and external sources like Financial Crimes Enforcement Network (FinCEN) and Foreign Account Tax Compliance Act (FATCA), as well as, data obtained from external coalitions and cross border, interagency working groups (such as Joint International Taskforce on Shared Intelligence and Collaboration (llTSIC) and Joint Chiefs of Global Tax Enforcement or the "J5" and other spontaneous disclosure groups).
  • Performs complex financial analysis and evaluation of assets on emerging threat projects involving issues such as discharge applications, collateral agreements, redemptions, seizures, nominee liens, judicial actions, currently not collectible accounts, offers in compromise, and trust fund recovery penalties. Recognizes novel and complex emerging issues that often arise in enforcement actions such as suits, seizures, and injunctive relief. Researches public records, tax returns, and financial information to locate distrainable assets when related to identifying emerging threat patterns. Thoroughly understands enforced collection action using sophisticated collection tools such as nominee liens and levies, recommending suits to foreclose the Federal tax lien, obtaining restraining orders to prevent transfer of assets beyond the reach of the government, and other actions. When necessary, analyzes financial statements that include balance sheets, income statements, and profit/loss on accounts involving multiple interrelated entities created to avoid detection of income and conceal assets.
  • Analyzes prior collection case actions such as complex financial investigations in situations in which taxpayers are unwilling to be forthcoming concerning assets and sources of income. Confers with internal advisors, Revenue Agents, specialized appraisers, market analysts or attorneys (for example: Counsel or Department of Justice) regarding project development, issue determination, case processing, coordination. asset valuation and marketability, contract rights, interlocking directorates, land trusts and fraudulent transfers.
  • Performs other duties as assigned.

  • If you are in a telework eligible position, you may be directed to temporarily telework on a full-time basis due to COVID 19. Employees must be within a 200-mile radius of their official assigned post-of-duty (POD) while in a telework status. Once normal operations resume, employees may be directed back to the office to perform the duties of their position. Telework eligibility does not guarantee telework; employees must meet and sustain IRS telework eligibility requirements and supervisor's approval to participate in the IRS Telework Program. As a reminder - If you are selected for a position, you are responsible for reporting to your designated POD (location) on the negotiated start date or as directed by management.
  • A 1-year probationary period is required (unless already completed).
  • The employment of any candidate, including a current employee or a new hire, selected for this position will be conditional on obtaining and maintaining a High Risk Security Clearance.

Qualifications

Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. You must meet the following requirements by the closing date of this announcement:


SPECIALIZED EXPERIENCE: GS-13 LEVEL: You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position includes: Experience conducting investigations of alleged criminal violations of Federal tax statutes and making recommendations for criminal prosecutions; Experience completing complex collection case enforced actions (i.e., seizure, writ of execution, summons enforcement, probate, right of redemption, judicial foreclosure, injunctions, repatriation, writ ne exeat, transferee and/or fiduciary liability etc.) to case resolution; Experience with oral and written communication to effectively prepare complex tax enforcement recommendations. In additional you MUST have all of the following: Experience with performing data analytics leading to identifying tax non-compliance. Experience applying a variety of tax laws and regulations in the context of Title 26 collection issues to determine the appropriate criminal and civil treatment streams

AND

MEET TIME IN GRADE (TIG) REQUIREMENT: For positions above the GS-05, applicants must meet applicable time-in-­grade requirements to be considered eligible. One year (52 weeks) at the next lower grade level is required to meet the time-in-grade requirements for the grade you are applying for.

AND

TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment.
