Duties

Help
  • Plan, organize, and monitor key features of on-going projects to assure customer priorities are meet.
  • Prepare real estate documents in accordance with regulations, policies, and laws and insure proper coordination.
  • Research, write, and recommend for approval the real estate section of planning reports and other documents as required.
  • Negotiate and prepare out grants authorizing the temporary use of Government property to other Government agencies, state and political subdivision, and private individuals
  • Establish work schedule, deadline, and standard for acceptable work.

  • This position requires Temporary Duty Travel (TDY) up to 25% of the duty time.
  • Incumbent is required to submit a Financial Disclosure Statement, OGE-450, (5 CFR Part 2634, Subpart I USOGE, 6/08) upon entering the position and annually, in accordance with DoD Directive 5500-7-R, Joint Ethics Regulation, dated 17-Nov-20111.
  • These positions may be filled at either the GS-09 or GS-11 level. The target grade of this position is GS-11.
  • May be selected at any grade level with non-competitive promotion potential to target grade. Non-competitive promotion potential to the target grade based on time-in-grade requirements and demonstrated ability to perform the higher graded duties.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. To qualify at the GS-09 grade level, you must have:
A. Specialized Experience: One year of specialized experience includes applying real estate principles, regulations, practices and techniques to determine necessary lands easement and rights of way for a project, supporting project delivery teams in planning and construction phases, preparing uncomplicated real estate agreements, performing encroachment identification, and supporting financial operations Accountability. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07);
OR
B. Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree, or LL.B. or J.D. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as Real Estate or Business Administration, Management, or a relevant field of study;
OR
C. Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.

To qualify at the GS-11 grade level, you must have:
A. Specialized Experience: One year of specialized experience includes planning and directing real estate transactions to accomplish acquisition, disposal, and management of civil works real property; develop funding requirements and schedules; providing technical guidance on real property acquisition, management, and disposal; providing professional and technical advice to the Real Estate Chief and District elements. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09);
OR
B. Education: PhD or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as Real Estate or Business Administration, Management, or a relevant field of study;
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.
